Description

Dear Sir or Madam,

The Financial Regulation applicable to the General Budget of the European Union requires that any entity wishing to be entrusted with implementation of the European Union budget under indirect management must firstly pass a pillar assessment.

Within this framework, the International Telecommunication Union ("ITU") issues the present Request for Proposal with a view to selecting a Vendor to undertake a Pillar Assessment of ITU with regard to the following pillars: internal control system, accounting system, independent external audit and procurement.

The services, which are described in detail in Part III (‘’Terms of Reference’’) to the present Request for Proposal, shall be undertaken by an internationally accredited audit firm according to EU specifications and requirements.

Vendors must be aware that any contract resulting from this Request for Proposal shall contain ITU General Conditions of Contract (Annex II.3) and any other specific terms and conditions detailed herein.

Vendors are kindly requested to complete and return via e-mail the Acknowledgement Form (Annex I.1) by the deadline of Wednesday, 30 September 2015 at 16:00 hours (Geneva Time) to the following e-mail addresses:

Any clarification about the Tender document, or the tender process itself, shall be submitted via e-mail by the deadline of Wednesday, 7 October 2015 at 16:00 hours (Geneva Time) to the above e-mail addresses.

All queries duly received, as well as the related responses are published on the UNGM website (www.ungm.org).

Deadline for submission of Bids is Wednesday, 28 October 2015 at 16:00 hours (Geneva Time). Bids must be physically submitted to ITU Headquarters.
