Description

The paramount objective in the recruitment and selection of UNICEF staff members is in securing the highest standards of efficiency, competency and integrity of individuals for the organization.  This objective of this Request for Proposal (RFP)/Invitation to Bid (ITB) is to support UNICEF’s external talent management strategy through the following resourcing service:

 

  1. Corporate advertising for UNICEF vacancies in international and on-line media, for staff, consultants, and individual or institutional experts for one or more UNICEF offices.

The successful firms/companies will be expected to:

  • Identify advertisement specification/dimensions for various publications on request which would have visibility for UNICEF pertaining to formatting and the use of the log, usually a quarter page advertisement or equivalent space.
  • Advise, provide and updates schedules for UNICEF offices on deadline dates for submission of material to the various publications, on request.
  • Proof-read for grammatical errors, spell check and edit, as appropriate and prepare a “mock up” document for approval to the UNICEF requesting office prior to submission to the requested publication(s)
  • Submit to the various print and on-line media the required UNICEF approved formatted/mock-up document before the desired publishing date
  • Offer substantive advice on global outreach for specific vacancies and/or recruitment campaigns in the development/humanitarian context

Based on historical data about 15 vacancies were published annually in 2013-14.  The estimated volume will vary and may be below or exceed prior years.  Bidders are expected to provide fixed prices per year for three successive years.

UNICEF invites qualified vendors that meet the following criteria to express their interest in providing the required services listed above.  The proposed services must be in full compliance with the outputs stated above, and meet the following requirements:

 

1. Diverse/multicultural and global private and public Sector/Non-Profit sector experience for at least 8 years.

 

2. Familiarity with UNICEF or UN system.

 

3. Proven record of advertising and providing sourcing services of diverse candidates globally, with a solid understanding of the development environment.

4. Proven record of sourcing candidates from diverse industry groups e.g. programmes (education, water, health, nutrition, early child survival etc), operational, financial, IT, human resources, communications, external relations, emergencies – but not limited to only these functional areas.

 

5. Experience in online, in person or blended/integrated advertising and sourcing techniques with proven track record and validity of tools offered.

 

6. A multi-lingual professional team with spoken and written fluency in English and at least one other official UN languages (English, Spanish, French, Chines, Arabic and Russian).

 

7. Experience in providing professional advice for improving UNICEF’s advertising and sourcing strategies with the identification of areas of development.

 

8. Strong financial and ethical stability of vendor.
