The United Nations Global Service Centre/United Nations Logistics Base (UNSGC/UNLB) requires the services of an appropriately qualified contractor for a Long term Contract (intiial 3 year period with two optional 1 year extensions for a maximum 5 year period) for the Provision of Un-Armed Security Sevices at the United Nations Support Base (UNSB) in Valencia, Spain. The un-armed security services must be provided on a 24/7 – 365 days a year. The security services are required for the full 24 hours coverage on week days, weekends and holidays. The buildings and premises monitored must remain un-compromised, access into the base must be monitored and fire and safety prevention measures must be vigilantly maintained. Security coverage will be provided with a minimum of four (4) guards: - two guards (2) for the manning and operation of the main entrance on a 24/7 – 365 days and minimum two (2) guards during week days from 07.30 hrs. to 16.30 hrs. The security services include but are not limited to: Man, monitor and manage the UNGSC/UNSB vehicle and pedestrian gates, by: - Screening all personnel, equipment and vehicles accessing the base; - Maintaining access logs and records; - Liaising with UNGSC/UNSB staff for shipments, vendors, contractors and visitors accessing the base; - Responding to queries raised by staff, visitors, contractors and vendors; - Providing operational reports (templates will be provided by the UN) of all occurrences, functions and tasks for statistical and security operative purposes; - Operating the ingress/egress gates. Man and monitor the physical intrusion, CCTV, smoke and fire detection alarm systems and intrusion alarms of UNGSC/UNSB facilities, areas and equipment and coordinate the related response, by: - controlling the existing monitoring tools such as CCTV and intrusion, smoke and fire alarm systems; - managing and monitoring access of personnel, equipment and vehicles into the facility through the 3 gates – screening of baggage and personal scanner through machines and detectors – including non-invasive body search as and when required. - coordinating the emergency response as required regarding security, fire and safety preventative measures and emergencies and assisting the emergency providers (fire trucks or ambulance) into the facility and to the scene of the incident; - functioning as immediate local security liaison with the Spanish authorities, law enforcement, the fire department and emergency service providers until the arrival of the UNGSC/UNSB Security Officer or senior UN representative; - patrolling the areas and buildings by foot or using a patrol vehicle; - responding to fire and safety occurrences as appropriate. Moreover, the Contractor shall provide and maintain a Back-up Structure and System from its own head office(s) which shall be continuously active and manned, with the authority to call-up/trigger the provision of experienced and qualified back-up assistance to the Security Guards during routine matters or emergency situations, and to deal with emergency calls. In order for the Expression of Interest to be considered, the company must be registered with United Nations Global Marketplace (UNGM) by visiting the website: www.ungm.org. In order to be awarded a Contract/Purchase Order, the Vendor must be registered with the UN Secretariat through the United Nations Global Marketplace (UNGM) for the required Level of Registration, which is “Level 2”, by the time of finalization of bid evaluation before the award.
