Design-and-Build Scheme for the Construction of Community Evacuation Center in Tacloban City
The United Nations Development Programme (UNDP) invites Contractors to apply for eligibility and to bid for the “Construction of Community Evaluation Center for Tacloban City Design-and-Build Scheme”, an activity under the UNDP Project entitled “Recovery and Resilience in Selected Typhoon Yolanda-Affected Communities in the Visayas” .
The project aims to improve the sustainable recovery of selected communities in the Visayas Region VIII devastated by Typhoon Yolanda, while strengthening their resilience and preparedness for future calamities and natural disasters.
The Tacloban Community Evacuation Center (TEC) to be constructed shall consist of a single storey structure with provision for expansion for a second storey to be completed at a later date by Tacloban City Municipality. The location of the building is at Kanhuraw Hill adjacent to the current Tacloban Municipal Hall and will serve as an evacuation center and primary control room during periods of emergencies, with the secondary building use for training and mini conventions during times of non-emergencies. The anticipated basic type of building construction will consist of;
- Standard Reinforced Cement Concrete (RCC) construction methods
- Structural capacity for the future expansion of the building for the second floor
- Adequate floor height and provision for the addition of HVAC systems at a later date
- The location of the building is on bedrock per the Mines and Geoscience Bureau (MGB) certificate with minimal excavation required for construction
- Solar power provision for building along with emergency power supply provision and rain water harvesting
Further bid evaluation details are included in the invitation to bid package along with architectural drawings, floor plans, design basis requirements (structural, wind and earthquake requirements) and the anticipated Bill of Quantity workup. Project drawing deliverables and project scheduling will be assessed jointly by UNDP, Tacloban LGU and Building Contractor representatives in order to streamline works under the Design and Construction method of project delivery during project construction.
For interested parties, Bidding Documents may be secured upon payment of a non-refundable amount of United States Dollars One Hundred (US$ 100.00) or its peso equivalent of PhP 4,432.00.00 for the entire set of documents from the following address:

The abovementioned Bidding Documents will be released to all interested participants starting 11 May 2015 until 22 May 2015 only. The Bidding Documents shall contain all instructions on the rules, procedures, dates and other schedules for the pre-bid conference and opening of bid envelopes, as well as further details on the scope of services required.
UNDP reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the UNDP, for and in behalf of the project. UNDP assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of bids, nor does it guarantee that an award will be made.
