Statement of Requirement(SOR) Technical Specification and Evaluation Criteria for Sand and Aggregate for Construction and Maintenance works all over UNMISS area. Sections: 1. Delivery Point 1.0.0 General Contract Details 1.0.1 The purpose of this contract is to procure sand and aggregate for the United Nations Missions in South Sudan for different construction and maintenance works all over mission area as per attached list and goods to be delivered as per line item location. 1.1.0 Period of Contract: 1.1.1. The goods are for one time bulk purchase in FY14-15. 1.2.0 General Requirements 1.2.1 Pricing must include all costs of the commodity and delivery in optimized truck loads and off-loading of sand and aggregate at final destination to UNMISS as per line item. 1.2.2 The vendor must be ready to supply and delivery of sand and aggregate within 90 calendar days after receiving of Purchase Order. Vendor shall accept split Purchase order as per bid requirement. Vendor to quote unit price as per line item to specified location and the unit price shall include cost of material, loading/off loading, truck/excavator/boat, manpower, establishment and profit. 1.3.0 Security 1.3.1 The compounds are controlled by United Nations Missions who have in place various security measures. The vendor is required to comply with all security measures that may be initiated at any time. This may include Vehicle and Personnel searches. 1.3.2 Supplier/s of material shall be in Possession of a valid ID card or driving license, which may have to be surrendered on entering the compound. 1.3.3 Access / Day-to-day work: Access to UNMISS compound can be obtained after special arrangements are made with the UNMISS. 2.0.0 Specifications and Statement of Requirement: SPECIFICATION OF SAND: Natural sand to be dredged or dug from a pit, river, lake free from all types of organic materials, impurities, clay, silt, dust, clean, hard and strong particles that cause the deterioration of concrete and mortar. Sand particles are greater than 0.2mm, but generally range between 0.2mm and 3mm. Bidder will supply gap graded sand particles as per specified size. Rough textured, angular and elongated particles are not to be supplied. Sieve analysis and fineness modulus of sand to be performed as per UNMISS Engineers requirement following standards of ASTM or equivalent International standard. Fineness modulus of sand should be 2.5 to 2.8 SPECIFICATION OF CRUSHED AGGREGATE: Crushed aggregate/stone are essential ingredient in concrete. Crushed stone aggregate must be clean, hard, strong particles free from absorbed chemicals or coating of clay and other fine materials that can cause the deterioration of concrete. Crushed aggregate size is in the range of 3mm to 20 mm. Crushed stone aggregate is produced by crushing quarry rock, boulders or large size gravel conforming to standard of ASTM C-33 or equivalent International Standard. The crushed stone must be well graded, round shape. The water absorption to be less than 2.5%. 3.00 Trucks, excavator and other equipment: 3.01 Bidder will provide detail delivery plan of sand and aggregate for offered location. 3.02 Bidder will provide total number of trucks/excavators and other equipment of his own or hired for carrying of goods to UNMISS specified delivery at place. Vendor shall be responsible for fuel and maintenance of their vehicles at his/their own cost to be included in unit price in each quoted line item. All the equipment/trucks/excavators/boats must be in serviceable condition. Proper maintenance of equipment/trucks/excavator/boat shall be done on regular basis for providing smooth delivery of sand and aggregate. Experience drivers and technician shall be engaged with supervisory staff and other required staffs for proper deliveries of goods. 4.0.0 General Conditions. Proposal shall be submitted in English language. Liquidated Damages in case of no supply or late supply will be applicable as per UN standard practice. The UNMISS shall have 3 calendar days, after delivery, to inspect and to reject acceptance for any portion not conforming to the specifications. Recovery of the rejected portion shall be the sole responsibility of the Vendor. The Vendor shall be responsible for the disposal of any quantities of rejected products within three working days at his own cost to a safe distance acceptable to concerned authority. The Vendor warrants that the goods conform to the specifications and are fit for purposes. UN Environmental standards and policies are to be followed in collecting of goods from source and at delivery. Goods must be environmentally friendly. 5.0 Technical Evaluation Criteria : I. Vendor’s specification of offered item conforms to bid specification. II. Quality assurance of the offered item (Vendor to confirm in writing) III. Experience certificate from client/s (UN, NGO, Government or private entities) of successful supply of sand/aggregate, at least one supply of sand/aggregate of costing not less than $200,000.(Two hundred US$) having minimum two years experience in supplying of sand and aggregate or similar goods. IV. Delivery plan indicating number of trucks, excavators, boat available of his own or hired V. Ability to timely process of order to supply sand and aggregate in schedule time period within maximum period of 90 calendar days upon receipt of Purchase Order. (Vendor to provide under taking). BID CRITERIA & GRADING: ITB Bid, PASS/FAIL Grade
