Description

It is anticipated that the International Criminal Court (ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for the provision of the implementation of an Investigations Management System (IMS). In this connection, the ICC is requesting expression of interest from qualified firms.

 

Scope of Work

Implementation of Investigations Management System (IMS)

The ICC Office of the Prosecutor (OTP) conducts complex large scale investigations into Crimes against Humanity, War Crimes and the Crime of Genocide. Typical cases the OTP deals with involve multiple incidents with hundreds or thousands of victims and witnesses often spread over a large geographic area and a broad temporal period. The OTP seeks to implement an Investigations Management System (IMS) to support the management of its core investigative activities. Business needs and system capabilities required to establish an effective, centralised and secure system for use by the staff of the OTP will be described.

From the present experience, the OTP has to be able to run and manage 7 active investigations and up to 15 cases in hibernation and support for 5 trials. Each case might have up to 2000 witnesses/contacted persons; 2000 information leads and 1000 tasks to assign. The number of users of a fully implemented system would be in the order of 150.

 

Proposals will be requested to include within their scope:

 

  • Provision of licences, including maintenance details, for a working system that supports business needs as defined in this document.

  • Provision of server infrastructure needs that will support the proposed system. (Actual supply of server infrastructure is optional for vendors). Pre-conditions for server infrastructure should be clearly stated.

  • Provision of consultancy services in relation to the system configuration and implementation. Pre-conditions (expected of the Court) for implementation should be clearly stated.

  • Provision of system user support.

  • Provision of training of the various user types including training materials.

 

Further Background:
At the start of an investigation, a large amount of information is received from a variety of different sources. Evidence or potential evidence is imaged and stored in an evidence database (Ringtail) which supports the obligations of the OTP in the areas of evidence review and disclosure. Based on the initial information received and further inquiries, all lead information is to be entered into one central database. This information is evaluated factoring in matters such as evidential value; risks, costs, resources and on this basis a decision to take action is made. Decisions made according to priorities are recorded in the system.  Tasks are assigned to individual investigators or groups of investigators and those tasks are tracked until their conclusion. All relevant investigative reports and products (work products) are saved by teams into the document management system of the Court (HP Trim). Overviews are generated on the progress of lines of inquiry and outstanding leads. The OTP currently uses Sharepoint for some aspects of its investigation task management. The IMS will have the objective of supporting and facilitating all these practices.

A system is sought to drive all aspects of OTP investigations, from the business perspective the scope includes the following functional areas:

  • Tasking and workflows

  • Searching

  • Reporting

  • Access control and security capabilities

  • Integration with other OTP systems (Evidence, Analysis and Records Management systems)

Other Areas of Interest to the OTP

  • Analysis capabilities: relationship mapping and visualisation.

  • Witness security

  • Risk management functions

  • Evidence management and disclosure

 

The following areas are out of scope, though these capabilities should be highlighted where they exist within systems.

  • The IMS will not serve as the primary analytical tool for the collected evidence and/or information. This will be done primarily with a dedicated fact capture and analysis tool.

  • The IMS is not expected to be used for evidence management, or function as a document repository.

 


The detailed scope of work will be given under the Request for Proposal document that will be sent to the firms who respond to this EOI.
