Evaluation of the NSSF’s Voluntary Health Insurance Scheme in Cambodia.

The International Labour Organisation (ILO), in collaboration with the National Social Security Fund (NSSF) and the General Secretariat of the National Social Protection Council (GS-NSPC), invites qualified service providers to submit proposals for the evaluation of the Voluntary Health Insurance Scheme (VHI) implemented by the NSSF in Cambodia.
The VHI scheme, launched in August 2023 under Sub-Decree No. 280, aims to extend health protection to self-employed individuals and dependents of NSSF members. As of January 2024, the scheme covers approximately 134,600 individuals. This evaluation is a key step in supporting Cambodia’s commitment to Universal Health Coverage (UHC) and the National Social Protection Policy Framework 2024–2035.
The selected service provider will conduct a comprehensive evaluation of the VHI scheme, including:
- Policy and process evaluation: Assessing design, implementation fidelity, enrolment barriers, and alignment with population needs.
- Actuarial analysis: Evaluating financial sustainability, risk pooling mechanisms, and fiscal impacts of potential policy changes.
The evaluation will also consider coherence with other schemes such as the Health Equity Fund (HEF) and mandatory NSSF schemes.

- A technical proposal outlining the approach and methodology
- A financial proposal
- Relevant experience and qualifications
