Service Contract under the title:" Exploring Options for an Old-Age Social Pension, Capacity Building and Advocacy for Elderly Rights in Jordan."

Assignment objective:

This action supports objectives from across pillars of relevant ILO research to grow the evidence base and develop the necessary policy frameworks and programmatic tools needed to strengthen capacity within government and ILO constituents to enhance social protection for older persons, in line with stated government objectives.

Activities:

Under the supervision of the Technical Officer for Social Protection and the National Project Coordinator based in ILO-Amman, and the overall coordination of the ILO Senior Social Security Specialist in Beirut, the implementing partner will conduct research and perform the following activities:

• Undertake a feasibility study for the introduction of a social old-age pension scheme in Jordan, preparing appropriate international country benchmarks relevant for the Jordanian context
• Produce a policy brief outlining set of principles and concepts around social pensions, good practices, approaches, possible designs and implementation modalities based upon international experiences.
• Support ILO constituents in Jordan—including workers’ and employers’ organizations and relevant civil society actors—in strengthening their understanding of the needs and rights of older persons. The activity will focus on building institutional capacity, developing tailored resources, and capturing evidence of practice-level improvements toward more inclusive and rights-based approaches to social protection.
