Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: 1.The ILO in Iraq seeks to hire an International Consultant to conduct a skills diagnostic and gap analysis in the green economy. The goal is to address mismatches between labour supply and demand and support the transition to a green economy. 2.The consultant will identify and prioritize target green sectors, which may include renewable energy (solar, wind, bioenergy), sustainable agriculture, water and waste management, eco-tourism, energy-efficient industries, green construction, and environmental protection. The analysis will also consider current and potential employment in these sectors within the target region. 3.A detailed labour market assessment will be carried out to determine current and future skills needs—covering technical, soft, and foundational skills—and to evaluate labour supply and the capacity of institutions to deliver green skills training. This will identify existing and anticipated skill gaps and inform the design of market-driven apprenticeship and vocational training programmes. 4.A validation workshop will be organized with stakeholders—including businesses, social partners, training providers, NGOs, and government bodies—to confirm the assessment findings and address remaining information gaps.
