Description
The main objective of the assignment is to conduct a comprehensive wage analysis of existing and past two years CfW interventions in the State of Palestine, specifically Gaza and West Bank. The study aims to:
- Map and analyze current wage rates and related benefits across organizations implementing CfW including workers classifications.
- Model wage-setting scenarios using different benchmarks (e.g., cost of decent living, poverty line, and productivity) and assess their potential social and economic impacts.
- Recommend a harmonized minimum wage for each category of work that is fair, contextually appropriate, and sustainable.
- Provide applicable wage figures separately for Gaza and the West Bank.
- Ensure the recommendations are adaptable based on evolving socio-economic and security conditions on the ground.
- Provide guidelines for adjusting wages based on location, sector, skill level, and gender considerations.
- Support improved compliance mechanisms
The study should be guided and aligned with:
- Relevant ILO conventions and international best practices
- Reflect the economic and social conditions of the State of Palestine.
- local market wages, minimum wage regulations, and living costs.
In addition, the study should:
- Reference the Minimum Survival Basket (MSB).
- Be grounded in social tripartite dialogue and stakeholder participation.
