ESCAP requests Expression of Interest from duly qualified and experienced firms, partnerships or joint ventures to provide Custodial and Janitorial Services at the United Nations Building, located at Rajadamnern Nok Avenue, Bangkok, 10200. 1.1 Within the scope of the Custodial and Janitorial Services Contract, the contractor(s) shall provide numerous services including cleaning services, pest control services, gardening services and supply of consumables, e.g. toilet tissues, soap, urinal sanitizers, alcohol hand gel, drinking water etc. for the following facilities: a) Secretariat Building: a building of 2 blocks A and B, and a central core, each of 15 storeys above ground, connected by a service core block with a total gross floor area of approximately 1,580 square metres on each floor. b) Service Building: a building of 6 storeys above ground with a total gross floor area of approximately 2,200 square metres on each floor. c) Conference Centre: a building of 4 storeys above ground with a total gross floor area of approximately 30,000 square metres. d) Car parking areas, maintenance workshops and service areas: Location Floor Square Meter (approx.) a) Secretariat Building 1 floor 2,000 b) Service Building 3 floors 7,000 c) Conference Centre 2 floors 20,000 d) External walk and Roadways 3,000 1.2 The proposer will be required to provide a brief description and/or information regarding corporate experience of Services performed in office cleaning, gardening and pest control services in Thailand within the last five (5) years which are of a similar nature to the services required. The company profile must show evidence of the registered company under the law of Thailand with permanent established office and able to provide services and technical support in Thailand. The proposer will be required to submit at least 3 references confirming good performance from satisfies clients following the recent delivery of similar services during the last three (3) years by contract amount and venue. 1.3 In its proposal, the proposer shall propose a complete list of all subcontractors for the contract, clearly indicating both qualitatively and quantitatively of work which is to be subcontracted and the experience of the subcontractor to perform such work. ESCAP may object to and require the replacement of any subcontractor at any time, at the ESCAP’s sole discretion. The contractor shall, at all times be directly and wholly responsible for the performance of all works under the contract and for all liability arising from the performance thereof regardless of whether any work was performed wholly or in part by subcontractors. The contractor shall provide relevant proof of subcontracting to appropriately qualified subcontractors with the required skills and experience and must demonstrate that its subcontractors have a minimum of 5 years of experience for the services to be provided. 1.4 The official operating hours of the buildings are (but not restricted to) 07:00 AM to 05:00 PM, Monday through Friday. The tasks associated with noise and dust shall be undertaken outside of the official operating hours. The proposer will be required to develop a comprehensive work plan and schedule for all activities, both during and outside of official operating hours to meet with operational requirements include the effective management of noise, dust because of the work’s activities. 1.5 The contractor shall designate an on-site manager within its personnel as the only contact point of the purpose of the contract. In turn, ESCAP will designate a representative which will be the contact point between the contractor and ESCAP. The on-site manager shall take all actions necessary to improve and maintain a high quality standard of services, provide for the timely replacement of sick or absent staff, verify adequate stock levels of cleaning supplies and equipment, implement the suggestion as directed by ESCAP’s representative, prepare and update the work activities. 1.6 During the Contract period, it is expected that areas of the Buildings will be under major Renovation/Construction Projects and thereby under the control of the General Contractor responsible for the Renovation Project. ESCAP may request for additional manpower and specific services due to increased needs from major meeting events or other premises upgrades or may request a reduction in manpower deployed under these services in response to changes in operational requirements, partial closure of the premises, or for the purpose of improving the quality of services. Therefore, there shall be a reduction in total Services that will be taken into consideration based on the stipulated unit rates in the contract. 1.7 The cleaning supplies must be of the highest quality and comply with all the international and national regulations on sustainability, low emission, and safety for people. ESCAP reserves the right to ask for alternative products with equivalent quality at any time throughout the term of the contract. The contractor shall submit products technical specification, samples, Material Safety Data Sheets (MSDS) of all products required under these requirements for review and approval by ESCAP before being used for the first time. The contractor must always have adequate material and products on hand in order to guarantee continuity of service in accordance with the contract. 1.8 The contractor shall observe all environmental, occupational safety and health regulations, practices, standards and any other applicable rules and regulations. The contractor shall take full responsibility for the adequacy, stability and safety of all its methods of operations. 1.9 Without prejudice to any of ESCAP’s other rights or remedies under the contract, if the ESCAP reasonably determines that all or any portion of the contract is not being satisfactorily performed, or otherwise does not conform to the requirements of the contract, the contractor shall, upon the ESCAP request, remedy such unsatisfactory performance as expeditiously as possible at no cost to the ESCAP. Without limiting the provision of the UN General Conditions of Contract, the contractor shall be responsible for repair of any damage to ESCAP’s property and restoration of any facilities damaged, beyond normal wear and tear, caused by the contractor’s activities. Repair and restoration shall be to the satisfaction of ESCAP. Any repair and restoration of these damages shall be performed at no cost to ESCAP.
