Statement: P6, 5.1 Design Review and Progress Meetings, UNOPS will apply a phased approach to design review, consultant in close coordination with project team progressively submit design documentation for review: at 30%, 60% and 90-95% development. The design consultant is expected to deliver the final design into packages subject to UNOPS project manager’s approval. New clarification added: Dear Bidder Please find Clarifications Q1 - Question: Dears,We are reviewing the tender requirements for RFQ/2025/57823 Consultancy Services of Wastewater Network and Treatment Plant for Mukha City - Yemen '' YEHCP'', and note that the specified specializations and qualifications for key personnel are highly specialized, which may limit the pool of eligible candidates in Yemen’s local market.Given that the tender will be awarded to a single bidder, we would like to kindly seek clarification on the following:Flexibility of Key Personnel:Given the potential scarcity of qualified experts, would it be permissible for individual professionals (not exclusively affiliated with the bidding company) to submit their CVs to multiple competing bidders? This would ensure broader participation of qualified personnel while maintaining fair competition.Non-Exclusivity Clause:Are there any restrictions preventing key personnel from being proposed by more than one bidder, provided they meet the technical requirements? New clarification added: Dear Bidder Please find Clarifications Q1 - Below : As we’re currently putting efforts and aiming to submit a proposal which meets the objectives of the assignment as well as your best expectations—and considering that all offices were closed for the official public holidays for Eid-Al-Adha—we kindly request an extension of two weeks to the deadline for submission of the proposals.Any extension will be presented in the esourcing tab as an amendment of as today no extension will be granted. According to section 2, Objectives: “The consultant shall refer to the extent and the quality of existing documents, surveys and drawings prepared in 2008 by Ensha For Constr “. And according to section 4 “Review and verify the survey of the previous study and completing the surveying work for the new expansion areas […] is correctly taken”.a. We have not been granted access yet to these documents. Could you kindly share with us the link to the existing documents, surveys and drawings.b. The consultant cannot assess at this stage whether some of the old surveys need to be reconducted and the extent of the surveys required for the expansion areas. This will need to be verified on the ground when the contract starts. Please advise how the Consultant should quote for the surveys (topographic and geotechnical surveys). Would it be possible for UNOPS to level up the competition between the different participants by providing a provisional sum for the surveys (topographic and geotechnical).Since the existing surveys and drawings were prepared in 2008—nearly 16 years ago and shaal be use as gaidance however all bidders / consultants advice to conducting a new survey from scratch. 3.According to Environmental Design Requirements under section 5.3 it is mentioned that “If required, the design consultant should prepare an environmental and social management plan (ESMP) based on the environmental and social assessment of the project” and according to section 6.1.1 Design brief document and Conceptual Design Report) ‘the Consulting firm shall conduct the environmental impacts of the proposed works. The study investigated the direct and indirect impacts of: Biodiversity, land degradation, natural resources, pollution prevention, social and economic aspects, waste management (for solid, waste and medical wastes). Wherever possible, any impact characteristics shall be analyzed quantitatively, and the cost of each impact will be indicated. The significance of impact of the proposed works will be assessed, and the basis of this assessment specified. The Consulting firm will take into consideration any national and international environmental standards, legislation, treaties, and conventions that may affect the significance of identified impacts. “Please confirm whether an Environmental and Social Impact Assessment (ESIA) has already been conducted for the WWTP project, and if not, whether the responsibility for carrying it out lies with the Consultant or will be managed separately by UNOPS.Ans - The consultant is responsible for carrying out the required tasks as specified in Section 6.1.1. and 5.3 Environmental Design Requirements , However this to confirm that No Environmental or Social Impact Assessment has been conducted yet. 4.Section 5.2 and 6.2 of the TOR suggest the preparation of a full detailed design package. However, considering that Phases 2 and 3 relate to future expansions of the WWTP and network, we propose that a preliminary design for these phases would be sufficient and practical, as it allows flexibility and adaptation to future operational and demographic variables. A detailed design may be premature given the potential changes in scope, technical requirements, or local conditions over time.Kindly clarify whether a full detailed design for phases 2 and 3 is required, or whether preliminary design documentation will suffice.Ans - his is to explain that Section 5.2 is regarding the Occupational Health & Safety Design Considerations, and section 6.2 Phase Two Deliverables of all required design components and solutions complying with local /international codes and regulation and addressing a complete and functional solution to enable an operational sewer network and WWTP, and to finalize the design output in a format suitable for tendering “For Construction” . Both are requiered as per the ToR . 5. The TOR has mentioned that the previous consultant had conducted the following: a sewage treatment plant using non-aerated pond system including anaerobic, facultative and maturation ponds, operation building and equipment; electricity supply including standby generators for pump stations and STP, and pilot sanitation scheme using communal septic tanksa. Could you please confirm if this design approach and scope are still valid?b. Could you provide further clarification about “Pilot sanitation scheme”?This assignment is including as per section 6.1.2 the Feasibility study:In this phase the consultancy service shall prepare detailed Feasibility study: including the Option of the treatment technology with compression (Environmental, technical, economic, financial etc.) and recommendations the selected options.

New clarification added: Dear Bidder Please find Clarifications - Q1 In view of the fact that it is not easy to find local companies that meet the requirements of this tender, and considering the importance of knowledge transfer from regional and international to local firms, we would kindly ask you to waive the requirement to have all Joint Venture members registered in Yemen and to limit this requirement to the local member of the JV only.Ans 1 - As of 06 June 2025 the requirment for local agent is required referance to the set criteira, please attanded the prebid meeting and raise this matter to team conducting the meeting.

New clarification added: Dear Bidder Please find Clarifications - Q1 We would like to ask you for the following clarifications;Part 1-In Article 3 of the TOR, it is mentioned that "The Consulting firm shall have a physical presence in Yemen as per the scope of this service; either through its local office (branch) in Yemen or through a joint venture with a local designing firm that has a full and valid registration in Yemen."However, in the Evaluation Criteria tab in UNOPS e-sourcing system, it is mentioned that both Joint Venture members must be legally registered in Yemen.Please confirm that the requirements of Article 3 of the TOR are to be applied and that, therefore, it is sufficient to have one member of a Joint Venture legally registered in Yemen while the second member can be an international firm not registered in Yemen.Part 1 - For this criteria supplier will be evluated referance to Consultant Services - 6 Solicitation - RFQ 04 Section II, III, IV, V..docx critiera and esourcing criteria therefore the bidder needs to comply with this requirment.
