Reference: Provision of Document Examination Devices and Training The United Nations Office on Drugs and Crime (UNODC), located in Vienna, Austria, is committed to enhancing the forensic capabilities and standards of Member States by providing support through forensic and scientific services globally. As part of its initiatives, UNODC is interested in establishing a long-term, non-exclusive contract for the provision of Document Examination Devices (DocExam devices). These devices will be used by border control officers worldwide to assist in the verification and authentication of security documents such as travel documents and ID cards. The DocExam devices will be distributed to border control officers in Member States under specific UNODC programs. The LTA will be non-exclusive, and devices will be procured on an "as and when required" basis. This EOI is issued in regards to the supply and delivery of DocExam devices, along with a one-time on-site training session for UNODC staff in Vienna. I. Scope of Work Supply, delivery, and initial training on the use of the document examination devices, in accordance with the following minimum requirements: EQUIPMENT COMPONENT 1. Technology: Multi-light source document examination system with high-precision magnification capability. 2. Light Sources: - White light (incident, oblique, coaxial, transmitted); - UV light (365 nm minimum); - IR (870 nm and 950 nm); - Cyan ~505 nm; - Optional: UV sources at 254 nm and 313 nm shall be quoted separately if available. 3. Portability: Desktop model, compact, for stationary use. 4. Examination Capabilities: Support for verification of first- and second-line security features, including printing techniques, microprinting, UV/IR fluorescence, and embedded features. 5. Camera: High-resolution (minimum 5 MP), 25× optical magnification and minimum 30× on-screen magnification. 6. Software: Built-in examination, archiving, and reporting software supporting export in CSV, SPC, PDF formats; time/date stamping required. 7. User Interface: English required; Spanish optional. 8. System Integration: - Built-in processor (minimum 4 cores), 8 GB RAM, integrated graphics, 250 GB SSD; - Integrated touch display, minimum 11”, 1920×1080 resolution; - USB-A, USB-C ports, HDMI, LAN; Wi-Fi optional. 9. Power Supply: External 100–240V AC. 10. Document Size Support: Devices shall accommodate documents up to 190 × 280 mm. 11. Databases: Integrated security features reference system; pricing for annual updates shall be indicated. 12. Operating System: Compatible with Windows or Linux. 13. Standards: Devices shall comply with: - ISO 9001:2015 (Quality Management) - ISO/IEC 27001:2013 (Information Security) - ISO 14001:2015 (Environmental Management) - ICAO Doc 9303 for Machine Readable Travel Documents TRAINING COMPONENT One-day on-site training for up to 10 staff at UNODC HQ (Vienna International Centre), covering: - Introduction to the device, features, and components; - Document authentication and verification principles; - Hands-on use of light sources (UV, IR); - Scanning (MRZ, RFID, barcodes); - Software operation, report generation, data export; - Provision of training manuals and sample documents. II. Qualification requirements - Be licensed manufacturers, authorized dealers, or distributors of document examination devices; - Possess a minimum of 5 years of relevant experience in providing such devices to governments or international clients. III. Delivery and Support Capability to provide the following services: - Delivery shall occur within 8 weeks of order placement. - Devices shall be delivered DAP (Incoterms 2010) to Vienna and other specified global locations. - Provide user manuals (English required, Spanish optional), and a certificate of quality assurance. - Warranty: Minimum 24-month warranty covering repair/replacement. - Vendors shall ensure timely responses to UNODC communications and provide progress updates as required. IV. Submission Instructions Expressions of Interest shall be submitted exclusively through the United Nations Global Marketplace (UNGM).
