Description

The International Labour Organization (ILO) is seeking expressions of interest from highly qualified and experienced consultants or firms to conduct an independent mid-term evaluation of its project titled Promoting Gender Responsive Enterprise Development and TVET Systems (ProGRESS). The project, funded by the Department of Foreign Affairs, Trade and Development (DFATD), Global Affairs Canada, aims to promote gender equality in Bangladesh’s skills development and enterprise systems. It focuses on improving employment outcomes for women by addressing systemic barriers, enhancing access to skills training, and fostering inclusive and sustainable economic growth. The project operates at the policy, institutional, and community levels, with a strong emphasis on gender-responsive approaches, green jobs, and digital access. This project started in October 2022 and will end in October 2027.

This evaluation will take place between May-August 2025. To this end, the ILO is seeking a team of independent and qualified consultants, preferably two, who have complementary expertise in the evaluation of TVET/Skills Systems, Enterprise Development and Gender Marker-3 level programmes to assess this project. The team will consist of at least one international consultant (Team Leader) and a national/local consultant. The international team leader will be responsible for the entire assignment, while the national/local consultant will work under their leadership.

These consultants will be hired as external collaborators. The number of working days foreseen for the International and National Consultant is 25. For this assignment, the consultant team is required to submit the following deliverables: an inception report, a first draft report, and a final report.

ILO is launching this call of interest to seek interested evaluators. Details on the desired profile of the consultants can be found in the attached TORs. Interested candidates are required to refer to the attached Terms of reference and submit the items below:

  • An updated CV showing how their profiles fit the TOR requirements;
  • A copy of the highest degree (mandatory) and relevant training certificates (optional);
  • A brief (two-pager) Technical proposal describing a detail method to be used to conduct this evaluation;
  • A financial proposal stating all needed costs to carry out this evaluation;
  • A certificate indicating completion of the Self-induction programme (refer to the following link: ILO_Self-induction_Module_for_Evaluation_Consultants-Part-I (itcilo.org)”).(optional)
