Is this also applicable to consumables or only to photocopiers, given that they don't have the same NGP customs code?ReponseThe tax exemption applies only to the photocopiers and the initial kit.

New clarification added: Question:le ministére de l'education a eu une dérrogation et un  privilége fiscal ( hors droit de douane et hors TVA) , est ce que c'est pour les consommables aussi ou seulement pour les photocopieurs, etand donné qu'ils n'ont pas le meme code NGP en douane.Reponse:Le privilège fiscal s’applique uniquement aux photocopieurs et au kit initial.

New clarification added: Question:Nous souhaitons revenir sur le point relatif à la capcacité des kits de maintenance.En effet, nous venons de nous rendre compte que la capacité demandée (de 70.000 pages) pour le kit additionnel favorise de manière évidente un constructeur en particulier par rapport à toute la concurrence. Ceci d'un côté.D'un autre côté, le fait de ne pas préciser la capacité du kit livré dans la machine risque de favoriser encore plus ledit constructeur.De ce fait, nous vous prions de bien vouloir préciser, soit la capacité du kit pré-installé, soit, ce qui serait plus judicieux à notre sens, le nombre total de pages à couvrir par les kits de maintenance, que ceux-ci soient fournis par défaut dans la machine ou livrés séparément.Ceci étant, compte tenu, d'une part, du nombre de pages exigé pour le toner, en l'occurrence 100.000 pages, et d'autre part les 70.000 pages demandées pour le kit additionnel, il nous semble cohérent de demander simplement 170.000 pages comme capacité toatel minimale du.des kit.s de maintenance à fournir , que ceux-ci soit livrés dans le copieur ou livrés séparément.Reponse:Le soumissionnaire doit fournir un (01) kit de maintenance d'origine supplémentaire capable d'assurer la reproduction de 70000 copies minimum, sans compter le kit intégré initialement dans le photocopieur.

General - Query - On exploring the market we have come across many manufacturers offering "reconditioned" printers. This is also being practiced by Large Printer Manufacturers. As we understand the prineters are bought back by the companies and reconditions/ refurbished to appear like new and offered with warranty and support just as that available for new products. We understand that manufactruers are doing this to manage e-waste in an environment friendly manner. Kindly advise if such products will be accepted. Answer 2: not acceptable.3. Qualification- Bidder should be in business of manufacturing/supplying IT equipments for the last 05 years prior to bid opening.Query - We understand that this clause is to establish the year of incorporation of the bidding Company. We are registered as a Trading & EPC company. Kindly confirm if the same is acceptable for qualification.Answer 3: you can submit the qualification and will be evaluated during the evaluation phase.4. New clarification added: Question1:Merci de nous répondre si la livraison partielle par lot est autorisée ou pas?Réponse 1 :La soumission par lot est autorisée. Le fournisseur peut soumissionner pour un seul lot ou pour les trois lots.Cependant, une fois un lot attribué, la livraison partielle de ce lot n’est pas autorisée. La livraison devra être complète pour chaque lot attribué. Merci de nous répondre si la livraison partielle par lot est autorisée ou pas?

New clarification added: Question 1:Is JV allowed to fulfill all evaluation requirement ?Response 1:If a bidder does not meet all the qualification requirements under the tender, such bidder may submit an offer in association with other entities. A joint venture with other suppliers  will be accepted.  Each joint venture member must meet the eligibility criteria and the  joint venture members combined (together) must meet the qualification criteria.  All parties of such joint venture, consortium or association shall be jointly and severally liable to UNOPS for any obligations arising from their offer and the contract that may be awarded to them as a result of the solicitation process; The offer shall clearly identify the designated entity to act as the contact point to deal with UNOPS, as detailed in Form A. Such entity shall have the authority to make decisions binding upon the joint venture, association or consortium during the bidding process and, in the event that a contract is awarded, during the duration of the contract; and The composition or the constitution of the joint venture, consortium or association shall not be altered without the prior consent of UNOPS
