Description
The United Nations Global Service Centre (UNGSC/ESDC) requires the services of an Engineering/Solid Waste Management Consultancy Company to comprehensively investigate and assess sustainable solid waste management solutions for UN field missions in accordance with internationally acceptable standards. The Consultancy Company shall carry out a comprehensive assessment of actual conditions and then address engineering issues regarding the design, construction and operation of solid waste management solutions, through planning and environmental impact assessment. The Consultancy Company shall have the following minimal technical expertise in the field of solid waste management:  knowledge and practical experience of relevant international solid waste legislation and guidance  practical experience of solid waste treatment and processing, solid waste characterization, analytical techniques (including cost benefit analysis), project scoping, design and implementation  knowledge and understanding of developing country environmental challenges  knowledge and understanding of risk assessment methodology  knowledge and understanding of health, safety and welfare as it pertains to solid waste management  environmental impact assessments and mitigation in solid waste management  experience of resource and project management. The specific objectives of this exercise are as follows: i. a detailed study on current solid waste management practices across selected field missions, based on a questionnaire prepared by the company; ii. an analysis of the challenges being faced; iii. recommendations for sustainable, pragmatic options for solid waste management and treatment; iv. assessment of possibilities for waste-to-value options given field mission challenges; v. focusing on environmental impacts of solid waste management and protection, mitigation and/or remediation as appropriate; vi. optimizing total cost of ownership through life cycle assessments of the options recommended; vii. provision of detailed and comprehensive designs of appropriate solid waste management facilities, suitable for modular implementation; viii. development of detailed scope of requirements and technical specifications for recommended technologies and equipment; including definition of enabling capacity requirements; ix. advice on improvements to current solid waste management strategies and contractual arrangements; x. submittal of a final detailed overall project report. The immediate outcomes of the consultancy shall be the realization of: i. state-of-the-art design of the components of a modular solid waste management facility for UN peacekeeping missions ii. technical specifications for equipment meeting requirements for robustness, efficiency, ease of use and compatible with local capacities iii. a range of applicability of the solutions in terms of population thresholds to meet different field conditions. The Consultancy Company shall complete the above works within the terms summarized in a maximum of 80 (eighty) working days, from the date of contract award. The Consultancy Company will be required to demonstrate that the list of assigned personnel to this specific project contains at least one environmental engineer (solid waste management specialist) and one civil engineer, in addition to other related expertise. The above mentioned experts shall be regularly enrolled in the respective national board (chartered), therefore authorized to certify designs and works.
