Consultant for copy editing and layout of the study:
Bridging Gaps, Building Support: Strengthening Services for Forced Labour Cases
Deadline: 31st March 2025, 5PM (GMT+8)
1. Background and Rationale
The project “Addressing Forced Labour and Child Labour in the Electronics and Electrical Sector in Malaysia”, with funding support from the Government of Canada, address the issues of forced and child labour in the E&E sector, including the promotion of workers' rights.
The project conducted assessment under the study called Bridging Gaps, Building
Support: Strengthening Services for Forced Labour Cases. This study examines the
challenges faced by both local and migrant workers in the sector and proposes
strategies to eliminate forced labour and child labour practices. This study will
contribute significantly to the ILO's ongoing efforts to promote decent work and the
protection of vulnerable workers in Malaysia's key export sector.
2. Objectives
These terms of reference are established for the purpose of engaging consultant to edit and lay out the document - Bridging Gaps, Building Support: Strengthening Services for Forced Labour Cases, which is covers 38 pages (16,902 words) with a Table Annex of 14 pages.
3. Period of Contract
3.1 Contract period
The contract may end before the end date 25 April 2025, upon full submission of all
deliverables stipulated in this TOR.
3.2 Workdays
Maximum workdays - no more than 10 workdays. (Below 10 workdays can be proposed)
4. Contract output/deliverables and Indicative Activities
4.1. Contract Output/deliverables
1. Final version of the document, fully complying with ILO House Style Manual: Sixth
Edition, including necessary formatting, edits, and revisions. The fonts are in line
with the ILO brand. The font styles are available in ILO brand website.
2. Final layout and ready-to-upload (in print ready PDFs, and files for the website), with design of front and back covers only.
3. All raw and original files must be submitted to the ILO. The end product of the layout
artist will be in:
a. Original (Adobe Illustrator or In Design/Photoshop) editable files;
b. PDF high resolution for printing or original Adobe;
c. PDF ready to upload web version; and
All materials and outputs become the property of the ILO, and all rights shall be vested
in the International Labour Organization including, without any limitation, the rights to
use, publish (including the Web), or distribute privately or publicly.
NO substitution of output is allowed without discussing with the ILO and should
be cleared in writing via email by the ILO.
4.2. Scope of work and tasks
1. Editing
a. Further edit the draft according to the ILO House Style Manual to satisfy existing
ILO formatting and publication standards
b. Proofread to detect and correct errors in spelling, punctuation, and syntax; and
subsequently improve format, style, accuracy of texts, language usage,
punctuation, grammar, terminologies, jargon, and syntax and semantics of the
manuscript
c. Check, verify, and ensure the consistency between text and figures/tables that
are being referred to. For very long sentences, simplify and shorten based,
improving overall content and style
d. Check consistency on the use of bullets and numbers, style headings, and
subheadings. The font styles should use ILO branding. Fonts styles and colors

e. Check and ensure that paragraphs, passages, or sentences do not contradict or
unnecessarily repeat each other, or are no longer applicable
f. Ensure that all cited references are properly listed in the reference section with
full bibliographic information indicated in accordance with the style prescribed
by the client.
g. If required, correspond with the ILO to clear content issues (if any) with regards
to confusing/ambiguous statements, incomplete author citation,
missing/unclear data in tables/figures vis-à-vis text discussion, and incomplete
information (if any) in specific sections of the report.
2. Lay out
a. Design the document accordingly, with special attention to the front and back
covers, by incorporating appropriate artwork, including pictures.
b. Produce sample, bearing draft lay-out, for ILO Clearance
c. Lay-out the documents for publication according to the new ILO branding of
publication, style and format Overview - Publications - Brand Hub - Guidelines
(ilo.org)
d. The contractor/s can access photos from the ILO Flickr and other photos that
may be provided by ILO, if needed. The contractor shall attribute photos and
images as per ILO rules and guidelines.
5. Milestones
1. Edited version, in track changes for ILO clearance according to the ILO House Style
Manual and ILO branding Overview - Publications - Brand Hub - Guidelines (ilo.org)
2. Final edited version
3. Initial Layout and design, with front and back cover, according to and ILO branding

4. Submission of final version, laid-out and ready-to-print documents incorporating
the comments and suggestions from the ILO.
6. Terms of Payment
1st and Final
Payment
a) Submission of a final versions of all deliverables described in 4.1. above,  incorporating final comments from ILO, and upon technical clearance of the ILO on or before 25 April 2025 (date subject to discussion upon engagement
of consultant).
7. Reporting and Institutional Modalities
The consultant will be managed under the day-to-day supervision and coordination
of the National Project Coordinator of the ILO ADVANCE Project. He/she will report the work and outputs to the NPC.
The contract deliverables/outputs produced by the consultant will be subject to the
technical inputs from the Technical Officer, guided and finally cleared by the Technical
Specialist of the Bangkok DWT Team.
8. Qualifications
 Minimum 2 years’ experience working on editing, copyright and/or design and using
the Adobe Creative Suites software.
 Strong commitment to quality and thorough approach to work, with ability to
package graphical designs and elements for multiple audiences,
 Experience and track record with ILO or similar international organizations, such as
the United Nations, international development partners, will be an advantage.
 Excellent command of English.
 Ability to meet deadlines
