New clarification added: Dear Bidder,Questions:1) In rference to the service after-sales contract template that the bidder is required to present, integrating the provisions of Section VI: After-sales Service Contract Model, we'd like to ask a clarification about the signing entities.One is Ministry of Energy and Hydrocarbons (MEH), while the other is indicated as After-Sales Service Provider. Shall the After-Sales Service provider be the bidder or the local representative who actually will permorm the after sales service?2) Again in referene to the provisions of Section VI: After-sales Service Contract Model, we see that at point 4 Estimated costs, the table mentios 23 regions of Madagascar while the tender talks about 6 sites.May you clarify if the number 23 is a mistake?3) It is not clear if the bidder has to quote the After-Sales Service or if it is intended as part of the total value of the financial offer.In the Form C: Price Schedule Form the only related service to quote is Training and there is no mention about after sales service.But in the provisions of Section VI: After-Sales Service Contract Model for the model contract of After-Sales Service a point refers to payment of this kind of service.So it seems that the cost of After-Sales Service is intended as external cost from the financial offer of the lamps + training.May you clarify please?UNOPS answers:1) The After Sales service provider can be the bidder if it is present locally and both are the same company. Otherwise it has to be the local representative.2) The regions currently targeted for intervention are located in the south of the country. In order to anticipate possible changes in beneficiaries and to ensure better management of the project, we would like to obtain an estimate of the cost of after-sales service (SAV) for each region.It is important to note that the total cost of after-sales service does not influence the decision to award the solar lamps offer.3) The bidder is required to provide a service after-sales contract template integrating the provisions of section VI: After-sales Service Contract Model. The final version of the scope of this contract will be discussed upon the contract signature between both parties. The specific scope of this contract will be finalized during contract negotiations between the bidder and UNOPS evaluation team for this tender. Bid evaluation will be strictly based on the pricing information provided in Form C: Price Schedule Form. New clarification added: Dear bidder,Question: Can the solar panel power be adjusted to ≥30Wp to ensure the system meets the daily energy consumption requirements?Reasons:Current technical requirement: The solar panel power is <15Wp, but the lighting fixture requires at least 20W, operating 6 hours per day, resulting in a total daily energy consumption of 120Wh/day.15Wp solar panel, considering Madagascar's peak sun hours of 5.81 hours/day and assuming 75% charging efficiency, generates approximately 65.36Wh/day, which is far below the required 120Wh/day.30Wp solar panel generates approximately 130.72Wh/day, which can meet the lighting energy requirements. 2. Toutefois, le flux lumineux minimum demandé est de 2 500 lumens, soit une puissance LED d’environ 15W. New clarification added: Dear bidder,Questions:1) in the type request saying that "The solar panels and mounting supports must be integrated withthe solar lamp", we understand it to be a solar light all in one, and any 2 in 1 or spllit type model should not be in the proper range of consideration, pls clarify;2) in the lighting points request saying that "Minimum 56 LED bulbs", does it mean "Minimum 56 LED beads/chips"?3) in the lighting points request saying that "Lighting angle: 120-180 degrees", is this lighting angle refering to the longitudinal angle or horizontal angle?4) what application will this solar lamps be used for?5) what is the request on durability of the product? the warranty request6) regarding the request on detection, what is the type of the motion sensor requested? microwave sensor or PIR sensor (Passive infrared sensor) ?7) in the type request saying that "The solar panels and mounting supports must be integrated with the solar lamp", and "The mounting structure should be made of steel with a minimum thickness of 3 mm", does it mean the material for the solar lamp and the assorted mounting part need to be some metal materials?8) installation confirmed at 4 mt. is there any preferred ground light distribution area?9) is there a need for special certifications for the product or for the product components? If so, which ones? If not, what are the minimum certifications required?10) is there any specific need or request for the packaging of the product?11) does the product have to be delivered on pallets? If so, is there any specific configuration of the individual pallets (ex. max load unit or dimensions or weight?)?12) in relation to the design and shape of the lighting, do you have or is there any layout of the lamp that is preferred? Modern style or antique style?13) in the case of an all in one lamp, do you have a specific angle relating to the installation?14) do you have and can you provide an example image of the desired product for the order?UNOPS answers:1) The solar light is an all-in-one unit with integrated battery and solar panel.2) The luminaire must have at least 56 LED diodes. Luminaires with more than 56 LED diodes are also eligible.3) The solar lights will be installed at an angle of between 120 and 180 degrees to the ground. The exact inclination will be determined in agreement with local representatives to meet the lighting needs of public buildings.4) The solar lights will be installed in strategic locations in public office complexes, at an estimated average height of 4 meters above ground level. The exact location will be determined in agreement with local representatives, but installation is not included in this tender.5)The warranty on solar wall-monted lamps must be at least 2 years. The warranty must cover corrective and preventive maintenance, replacement of defective parts/equipment, equipment repair, labor for equipment repair and/or parts replacement.6) Any automatic motion sensor technology is allowed7) The mounting structure and accessories must be made of steel.8) The tender does not require a minimum surface area for light distribution. Appendix K must be signed as a commitment to such practices.11) There is no obligation to deliver on pallets.12) The tender does not require a minimum distribution area.
