New clarification added: Question:The referenced system weighs 560g as per available information online, whereas the technical requirements specifies a weight of less than 450g. Please clarify which is the actual weight requirement to be considered? And please also confirm that, in case the weight requirement is indeed <450g, then in case a bidder offers the referenced system, the bid will be rejected as non-compliant.Answer: The NV device weight in the online seach is also 450g , but as UNOPS would like to purchase the same model number based on the standarization approval , so bidder have to submit same model number to avid disqualification. Question: The requested Image Intensifier Tube (IIT) specifies a minimum FOM of 2000, GEN III unfilmed. However, later in the requirements, a US-made tube with a minimum FOM of 2376 is requested. As you understand, the 2 different specifications for the FOM of the tube are contradicting. In addition, due to US ITAR restrictions and to the best of our knowledge, the maximum exportable FOM of US-manufactured tubes to Jordan is <2000. As such, none of the tube requirements mentioned can be supplied. Further on, the specification mentions unfilmed tubes. However, out of the tube manufacturers worldwide, only one offers unfilmed, without any technical advantage, which limits the tender and goes against the good practises of fair competition. Therefore, please confirm that a GEN III, thin-filmed IIT, with a minimum FOM of 2000, manufactured in Europe and not only in the US, exportable to Jordan, shall be accepted.Answer: The mentioned models are requetsed for standarization purposes. Question:Provided that after all, the required FOM is indeed min 2000 (rather standard globally) kindly confirm that any bidder submitting a bid with an Image Intensifier Tube having any FOM below 2000 (i.e., FOM 1999 or below) will be disqualified, as it will not meet the Figure of Merit (FOM) specification.Answer: Please refer to the Section II: Schedule of RequirementsQuestion:Please confirm that, given the requested delivery time of 6 to 9 months from the contract signature and the application of liquidated damages for delays, the licensing process will not be considered a force majeure event, since all bidders shall be well aware of the required delivery time and its up to them to check with their export control authorities to confirm the said time can be met.Answer: Confirmed.

New clarification added: Question:In Stage 3 of the Evaluation Criteria, under Qualification Criteria/Financial Capability, it is specified that bidders must have an annual sales turnover of at least 2,000,000 USD in one of the last five years. We understand that this revenue should be generated from the same family of products being requested; please confirm. Additionally, please confirm that the required documentation for past performance must be from the past 5 years and pertain to the specific family of products being requested.Answer:No , not from the same family of products , from the same company reveue from any field , for the second parts (not same brand-same purpose) and we request Proof of completion of three similar projects (from cleint or approved proof of completion...etc) Question: The set technical requirements point towards a single manufacturer. This fact is unfairly limiting competition, given that there are manufacturers of Night Vision Goggles and Therma Imaging Systems that can provide equivalent products. To this end, a competitive marketplace for this requirement exists and the open tender procurement process should be followed. However, if UNOPS intends to utilize a direct contracting solicitation [contracting without competition (sole source)] and to this end negotiate directly with an identified supplier, UNOPS should adequately justify that there is no competitive marketplace for this requirement or if other reasons compel UNOPS to apply such a process, then this should be invoked on an exception grounds basis, explicitly stated, in line with the applicable procurement regulations. Taking the above into consideration, you are kindly requested to clarify whether this an open international competition , which provides equal access and fair opportunity to interested bidders to compete for the required goods, provided they meet the set of requirements – irrespectively of the brand name/equivalents should be accepted - related to functions, performance requirements, characteristics of the products.Answer:UNOPS is committed to fair competition and transparency in its procurement processes. Answer:NVG mount color is TANQuestion:I am just wondering why you submit a tender for a specific requiremenst with a determined model number and manufactureing company.I think you can purchase directly as a sole source under your explanation that these specific items are required for standarization with what our end uses use.Answer:Any bidder who can meet the tender requirements can apply for this and having more resouces will increase the competition between qualified bidders.
