New clarification added: Dear team, Please see below a few questions we have around the RFQ. Any input would be appreciated. We note the Tender is titled RFQ- request for quotation, however the documents provided are for a full proposal. Please can you clarify what the process after submission of the RFQ is? Would succesfull bidders be invited to a next proposal stage or is a decision expected to be made on this front?Can you advise on the overall value of the proposal - and if any limits to budget are proposed? We note that UNOPS procurement guidelines suggest an RFQ process for contracts below 50k USD in total value. Is this the expected value?Can you advise on the overall level of engagement expected in the process e.g., highly consultative and co-create throughout or is there a vision / possible hypothesis in mind?Can you advise on expected end product, assume a c.30 page document, with creative production handled by RBMWhat format can we expect the lessons learned product to be? Can you share any highlights to inform this RFQ?Aside from reporting directly to the CEO who will be our day to day liason from the Secretariet?Can you expand on what you mean by "regular consultation with Board Leadership and other stakeholders'. Please refer below responses against respective line if inquirie(s). 1. There are no following rounds of eveluation. The bidders will be evaluated based on the technical and financial information requested through the returnable bidding documents and any other additional detail(s) that is requested through the schedule of requirements. 2. There are no limits/ceiling for the financial costing. The potential bidders are expected to formulate the costing based on fair estimates for the level of effort that may be required to deliver in line with the scope of work published. 3. While the overarching vision and strategic direction is guided by the existing Big Push Initiative, we anticipate a collaborative approach to refine and validate key elements, in particular metrics for success. Input from RBM Secretariat, Partner Committees, Working Groups, constituencies, Board Leadership, and partners will be critical to shaping the final product (see timelines shared in the bidding document(s). 4. The final deliverable (Strategic Plan 2026-2030) is envisioned to be 15 pages, with a 2-3 page summarized marketing tool, communicating the overarching vision, key priorities, and high-level objectives and success metrics aligned to the Big Push. Instead of long text sections, short, digestible one-page blocks should be produced.5. The lessons learned product is expected to be a short document, with a combination of case studies/examples to illustrate key points, visual summaries for clarity, and actionable recommendations to inform the future strategy. It should address the impact of partnership, achievement of expected results, resource mobilization, and opportunities for innovation.6. Besides the reporting line to the CEO, Governance Officer, and part of the CEO’s Office, will serve as the primary day-to-day liaison. He will facilitate access to relevant stakeholders and provide guidance on key milestones.7. Periodic briefings with Board Leadership at key decision points (e.g. Board meetings)Engagement with Partner Committees, Working Groups and Board constituency representatives ahead of relevant governance milestones.Focus group discussions as needed to validate insights.Hope this clarifies.

New clarification added: Hello RBM,can you please provide some clarification on this bid. we note that there is a sample contract for small services. Can you please clarify:1. What is the expected level of efforts in days for this review?2. What is the expected value (or range of values) for this proposal?3. The procurement threshold is US$50,000 for small services. The potential bidders are expected to share the level of effort based on fair estimate and quality deliverables in line with the shared scope of work. There are no ceiling and/or guidelines on the level of effort as baseline. 2. The potential bidders are expected to share the final cost for the consultancy based on fair estimate and market rates for similar consultancy/deliverables. 3. There is no ceiling for the financial threshold and the bidders are expected to share the final costing based on fair market practices and level of effort that is deemed necessary to ensure that quality deliverables are produced in line with the shared scope of work. New clarification added: Dear UNOPS, Bridges to Development would like to request a clarification on the UNOPS Requirements specified on page 4 of the RFQ. "Technical specifications for services. - comparative data table." The first requirement states that the bidder must have been in business for at least 10 years. Could you please confirm that offers from organizations with less than 10 years of experience will not be considered for this consultancy due to this? OR - is this to be read as an evaluation guide. In which case, bidders in operation for 7 years would simply not receive as high an evaluation score as those in operation for 10 or more. Please clarify.Thank you for your prompt reply.
