Project monitoring and evaluation
New clarification added: Question No.1We would appreciate further clarification on whether the requirement for local registration would preclude some bidders from applying.UNOPS Answer:The bidder or its joint venture partner must have a legal registration in Yemen. Question No.2If local registration is mandatory, are consortiums or joint ventures consisting of international and national members eligible to bid, and can the international member be the lead entity (as has successfully been the case with previous projects)?UNOPS Answer:Yes, it is accepted Question No.3Given our strong interest in this opportunity and our commitment to delivering a proposal that fully aligns with the scope and objectives of the Terms of Reference, we kindly request a 7-day extension to the submission deadline. This additional time would allow us to finalise a high-quality proposal that meets your specifications.UNOPS Answer:Due to the urgency of the presence of a third party company in the field , no extension can be granted, the companies are highly encouraged to dedicate the time to submit their offer. Question No.4It is stated in the RFP Section II that the selected TPM firm will be required to be present in Yemen, have access to other locations as required, and have all the necessary resources required to successfully carry out the assignment. Can you clarify if it is mandatory for all project team members to be physically present in Yemen to execute tasks or if (part of) the project team can also reside outside of Yemen? UNOPS Answer:The requested technical expert team ( team leader, monitoring and evaluation specialist, health, safety, and enviromental safeguard officer , biomedical engineer ) must be physically present in Yemen , other non technical experts may be accepted to not have a physiscal presence in Yemen.
