New clarification added: QUESTION 1. For the submission of the required documents, should we use the UNOPS letterhead or our company's letterhead?ANSWER: Bidder must use 3 ITB_Section_III_Returnable Bidding Forms that could be found in Tender "Documents"section. Other requested statements should be on your company's letterhead. QUESTION 2. Regarding the delivery requirements, more specifically with "Delivery place and Incoterms rules". Normally our solution is web based and does not require any on-premise installation. However we do offer a data on-premise solution, this solution is for government agencies who has a requirement of isolating their data within their own servers. Since we provide both solutions will this tender just be for the software licenses or would this tender include the data on-premise option?ANSWER: As per C: Delivery requirements –– Comparative Data Table, Delivery place and Incoterms rules, it is specified that the "The Bidder will install the crypto-forensics software on the MoI infrastructure, or provide installation package(s) and precise installation instructions for MoI technical staff so that they can install and commission the software themselves". As per the "Section II: Schedule of Requirements" beneficiary is the Ministry of Interior of Republic of Serbia. Licensing clearly states that "The software can be licensed for perpetual use with included paid yearly support, or it can be licensed as a 1-year subscription (or equivalent)". Thus, regardless if offered solution is web-based or application-based or equivalent, the data analyzed as well as all other data originating from the operation of the offered solution, has to be isolated residing within the beneficiary on-premise IT infrastructure and hence unavailable to the bidder providing its offer as well as to the vendor whose product is offered.

New clarification added: Question:Dear,In the document “ Section II: Schedule of Requirements“ Stage: 2. Qualification criteria is stated next:· Bidder should be continuously manufacturing/supplying similar goods (software) over the last 5 (five) years prior to bid submission;· The Bidder should have at least 3 contracts for the provision of similar software (e.g. crypto forensics software, crypto analysis software, crypto tracking software etc.) as required in this ITB, executed successfully in the period of the last 5 years. We would like to emphasize the importance of accepting references for the delivery of digital forensics software, rather than limiting the requirements solely to crypto-forensics software references. Crypto forensics software is a type of digital forensic software. Digital forensics includes the collection, analysis, and processing of data from various sources, such as computer systems, mobile devices, networks, and encrypted files. Crypto-forensics is a specialized subset of digital forensics, meaning that vendors with experience in broader digital forensics already possess the necessary expertise applicable to crypto-forensics.Accepting a broader range of references allows for greater competition among vendors, potentially leading to higher-quality and more innovative solutions, better pricing, and faster delivery. Restricting references only to crypto software may unnecessarily limit the number of qualified suppliers, reducing the client's ability to select the best possible solution.In conclusion, references in digital forensics are just as relevant as those in crypto-forensics, as they require the same or highly similar technical competencies. Therefore, it would be reasonable to accept broader digital forensics references when evaluating vendors.Answer:The acceptable references regarding similar software to the requested crypto-forensics software are considered to be from the domains of software for the development, implementation, collection, analysis, processing, tracking, or forensics, or similar related activities related to a specific software for cryptocurrencies or crypto wallets or crypto exchanges, and thus we cannot accept references for the delivery of general digital forensics software.
