BACKGROUND AND CONTEXT The United Nations Convention to Combat Desertification (UNCCD) is the only legally binding international agreement that connects environmental and developmental efforts to promote sustainable land management. To further its mission, the UNCCD is seeking partnerships with well-established IT software development companies to support the development, maintenance, and cloud management of its existing platforms (detailed below) as well as any future platforms, provided they utilize a similar technology stack. Existing Platforms: • UNCCD main website and conference app • IDRA website • HerLand • UNCCD map products • Performance Review and Assessment of Implementation System (PRAIS) 4 • UNCCD Data Dashboard • Land Degradation Neutrality (LDN) Target Tracking Tool • Rio Pavilions website • The Communities of Learning and Practice on Drought • UNCCD Drought Toolbox • Intergovernmental Working Group (IWG) platforms (2019–2022 and 2022–2024) • Drought Initiative • Great Green Wall Observatory The UNCCD aims to identify and select reputable IT software development companies to establish non-exclusive Long-Term Agreements (LTAs) for services on an on-demand basis. These LTAs will involve no financial obligations or minimum commitments from UNCCD. The selected companies will provide the necessary expertise, technical knowledge, staffing, and related resources to re-develop, perform corrective and evolutionary maintenance, and manage (including hosting and cloud management) the listed platforms. Future platform development, as outlined above, will also fall within the scope of this Request for Proposals (RFP). UNCCD intends to award up to three LTAs based on the best proposals evaluated in accordance with pre-established criteria, adhering to the Best Value for Money principle. Detailed specifications will only be provided as part of the Invitation To Bid, which will be issued after the closing date of this request for EOI.
