UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Consultancy to conduct Training of Trainers (ToT) and Teacher Training Workshops on Blended Learning. BRIEF BACKGROUND The evolution of education in Zambia has underscored the critical need for innovative teaching methodologies that address the diverse learning needs of students. In recent years, the Ministry of Education (MoE) has placed significant emphasis on enhancing the quality of education through various reforms, including the recruitment of qualified teachers and the development of comprehensive training programs. Despite these efforts, the quality of teaching and learning outcomes has not met the desired standards. One of the innovative solutions gaining attention globally is Blended Learning, a method that integrates traditional face-to-face instruction with digital and online learning experiences. Recognizing its potential, the MoE, in collaboration with UNICEF, aims to implement Training of Trainers (ToT) and Teacher Training Workshops on Blended Learning to bridge the existing gaps in teaching quality. Blended Learning offers a dynamic approach to education, leveraging technology to provide interactive, flexible, and personalized learning experiences (UNICEF, 2024). This method not only enhances student engagement but also supports differentiated instruction, catering to the varying abilities and learning styles of students. By integrating digital tools and resources with conventional teaching practices, Blended Learning empowers teachers to create a more inclusive and effective learning environment. This approach is particularly beneficial in the Zambian context, where access to quality education resources varies significantly across urban and rural areas. PURPOSE OF THE CONSULTANCY The primary purpose of this consultancy is to design and implement a comprehensive Training of Trainers (ToT) and Teacher Training Workshops on Blended Learning for the Ministry of Education (MoE) in Zambia. This initiative aims to equip master trainers and teachers with the necessary skills, knowledge, and tools to effectively integrate blended learning methodologies into their teaching practices. The consultancy will support the MoE in addressing current gaps in teacher training, ensuring that educators are prepared to navigate and utilize digital platforms alongside traditional teaching methods. By the end of this consultancy, the Ministry of Education aims to have a robust and sustainable model for blended learning that can be scaled across the country. Additionally, the consultancy will develop 20 master trainers who can lead continuous professional development (CPD) on the blended learning approach and train 120 teachers who will actively implement blended learning strategies at the school level. This initiative is expected to enhance the professional development of teachers and significantly improve educational outcomes for students throughout Zambia.
