New clarification added: Dear bidders,Kindly find the received clarifications and UNOPS responses:Q1: Regarding the item 3, you are requesting 3-phase, please confirm if we can provide a 1-phase unit which is much more practical in Lebanon with all the electricity problems faced and less power consuming, guaranteeing the same load capacity and usage.UNOPS response: As mentioned, single phase equipment are acceptable as long as they have necessary certifications and are power compliant to the requirements.   Q2: Regarding the item 3, you are requesting an electro-mechanical unit with a grease pump.             Please confirm that we can offer a newer generation and more advanced unit which is electro-hydraulic instead, at equivalent prices.            Indeed, electro-hydraulic lifts do not require greasing and tend to be more durable in the long run because they have fewer moving mechanical parts that are subject to wear and tear. Hydraulics are robust, making these lifts capable of handling heavy loads over extended periods with less maintenance, they are also much more precise and have a smoother operation. They do not need re-calibration nor re-alignments. UNOPS response: Electro-hydraulic lifts are acceptable as well. It is true they don't need a grease pump but they still run on hydraulic oil which should be maintained and replaced regularly (probably once a year or after 1000 or 2000 hours operation).Q3: Regarding the item 3, some manufacturers have a cable tray as overhead and not on the ground between the 2 posts, please confirm this is acceptable as it does not affect the operation, and only a choice of design by the manufacturers. UNOPS response: No problem with overhead trays. Q4: Regarding the item 3, please confirm that all necessary civil works shall be at the charge of the beneficiary.UNOPS response: All necessary civil works should be done by the supplier and included in the quotation.Best regards

What is the allowed deviation percentage?UNOPS response: No deviation from the specified requirements is allowed unless explicitly stated in a clarification issued during the tender phase.Q2. Please advise what do you mean by UL? and what kind of certification you require to prove that the brand is CE certified? Also, only the brand should be CE certified and not the equipment, right?UNOPS response: Certifications (UL/CE):o   UL Certification: UL certification is required, if equipment is provided under North American standards.o   CE Certification: CE certification is a European conformity marking. For CE certification, the equipment itself (not just the brand) must comply.Q3. Should the chargers be single phase or 3 phase chargers?UNOPS response:  Both single-phase and three-phase charger options can be accepted, depending on the supplier's standard recommendation for the charger.Concerning Item 1 only:Q1. Why is the required voltage 48V? Usually 2 tons pallet trucks have 48V batteries. Smaller capacities have 24V batteries that are enough for 6 hours operation.UNOPS response: The required voltage can indeed be 24V if the operational hours specified in the tender can be met. If 24V is adequate for 6 hours of operation as mentioned, this should be noted and can be accepted.Concerning Item 2 only:Q1. Do you need the load backrest? It is critical because it affects fully extended mast.UNOPS response:  Yes, the load backrest is required to ensure safety and compliance with the standards set by the beneficiary. Please ensure that your offer adheres to this requirement.Q2. Do you need the sideshift option?UNOPS response: Yes, the side shift option is required as per the tender request. Please provide this feature in your offer.Q3. Lifting ang lowering speeds required are in HP or kW? They're too high for 3 tons capacity to be in kW. We believe these values are in HP.UNOPS response: The values mentioned in the tender are indeed provided in kW, which corresponds to the lifting and lowering power requirements.(The lowering and lifting speed unit is m/sec not KW or Hp. New clarification added: Dear bidders,Kindly find below the received clarifications and UNOPS responses: Regarding item 3  (UTV/Light Vehicle Two Post Lift), put them in order of numbers.1- In point 4.1, the standards requested such as ANSI/ALI ALCTV for vehicle lift safety and NEC for electrical installations are all US standards and are used only by US manufacturers as you can see from the certified lists below:https://www.autolift.org/ali-directory-of-certified-car-lifts/search-certified-car-lifts/https://www.necanet.org/programs/codesandstandards/the-necHence, the following standards are eliminating all European and British manufacturers from the competition.In order to allow fair competition please confirm that equivalent standards such as BS/EN 1493 for stationary, mobile and movable vehicle lifts safety and equivalent EU/CE declaration of conformity for electrical installations are acceptable.UNOPS reply:  the provided standards or European equivalent should be ok. There is no restriction to only US made products.2- In point 3.3, please clarify if those optional features must be included or not. UNOPS reply: the supplier is referring to the 2-post lift, the optional items are optional. So if the supplier can't provide they are not disqualifiers but good to have.
