New clarification added: QUESTIONThe TOR does not articulate the duration of the content delivery/ module. In our opinion, a 9 to 10-hour content that can be broken into 5 sessions of 2 hrs per session; or, 3 sessions of 3 hrs per session for each module should suffice. Further, the MCQ pertaining to each module would be released to the participants to undertake after the completion of the module. Kindly confirm. ANSWERThe duration of the courses will be determined based on the needs assessment, prioritization, and other factors. Please refer to the ToR for further details. Bidders are expected to provide their proposed plans for course durations.

New clarification added: QUESTIONThe TOR states that the stakeholders for the courses are "national and local government, universities, private businesses, and consumers" along with "focus on reaching out to women, informal waste pickers, and youth stakeholders in both urban and rural settings". This is a very wide audience. The depth and breadth of courses, content delivery medium and training objectives would be very diverse for the listed stakeholders. We request you to provide specific audience and objectives. ANSWERA single course may not be suitable for all types of audiences. Based on the findings from phase one, different courses may be chosen for specific audience segments.

New clarification added: QUESTIONPlease confirm that proposed methodology of the selected bidder will also be part of the contract to be signed with the bidder. We are requesting this as a number of requirements in the Scope of Works are open-ended and our proposed methodology will have a defined framework, ensuring that the objectives of assignment are met in the most effective manner.ANSWERTerms of Reference (ToR) and proposal of the selected bidder will be annexed to the contract.

New clarification added: QUESTIONThe TOR states that “Ensure the operational platform used is sufficient for needs”. We are not clear on the terminology of “operational platform” as we understand that the courses will be hosted on the Knowledge and Partnerships Platform. Is this understanding correct? Please clarify as the bidder is not developing platform in this case.ANSWERPiloted training courses will be deployed through the Knowledge and Partnership Platform. However, the bidder must ensure that the courses are in a compatible format and collaborate with the Platform to integrate the courses.

New clarification added: QUESTIONOn Page 10, Sub-task 5.2, the TOR states that, “Monitor their impacts”. It is difficult to monitor impact of the courses in short-term. Please clarify this requirement. Would a post course assessment suffice?ANSWERA course assessment will be sufficient.

New clarification added: QUESTIONOn Page 10, Sub-task 5.2, the TOR states that, “For the developed training courses, specific Knowledge, Attitudes, and Practices (KAP) tools should be created to be filled out by individuals taking part in the selected courses”. Please clarify more on the tools to be created as we understand that all the material will be hosted on Knowledge and Partnerships Platform. Our undertstanding is that KAP is just a survey and that too will be hosted on the Knowledge and Partnerships Platform.ANSWERKAP tools can be used during piloting and should be compatiple to the Knowledge and Partnership Platform for future use.

New clarification added: QUESTIONOn Page 9, the TOR states that, “It is expected that a minimum of 7 courses will be developed based on the needs assessment findings, as part of this ToR, with some flexibility depending on the size and scope of the individual courses”. We propose to put a cap on the number of courses to seven (7). Alternatively, can the consultant price 7 courses and provide additional per course cost?ANSWER7 is the minimum number of courses expected. Need for any more courses would be identified after the completion of Phase 1.

New clarification added: QUESTIONOn Page 8, the TOR states that, “Based on the identified CapDev needs, explore and recommend the most effective modalities and formats for content delivery for each course. This should ideally be in a form that can be used through a self-driven online course, including workshops and webinars if needed.” We are not clear on the terminology of “modalities and formats” as we understand that the courses will be hosted on the Knowledge and Partnerships Platform. Also, please clarify what are the “CapDev needs”.ANSWERCapDev needs will be identified through Tasks 1, 2, 3, and 4. Modalities refer to the methods of delivering the training. The training format must be compatible with the Knowledge and Partnership Platform.

New clarification added: QUESTIONOn Page 7, the TOR states that “Facilitate the discussions and produce meeting summaries, press brief/media package and coordinate with media with the support of respective AMS”. Please provide clarity on “coordination with media”. We understand that UNOPS will initiate all media-related matters, including outreach and initiating discussions. The consultant is only expected to provide support in furnishing the materials for media publications. Is this understanding correct? Please provide more details.ANSWERThe selected firm will be responsible for organizing consultations, under the guidance of UNOPS and ASEC. The firm will also handle any media activities related to the consultations.

New clarification added: QUESTIONOn sub-task 2.2, it is mentioned that “The formats proposed should be aligned with the needs of the topic and with the stakeholder groups targeted. For example, a course aimed at those involved in informal or semi-informal waste management activities should be conducted at a local level. A course that requires extensive feedback and analysis should come with sufficient moderating capacity. Training materials should be as accessible as possible, and applicable to as wide an audience as possible while maintaining focus on the target stakeholders.” We also want to understand why there is this requirement of "formats proposed" and "...conducted on local level" when the course is hosted on the Knowledge and Partnerships Platform. ANSWERAll proposed formats must be cmaptible to be hosted in the platformAny course developed for the marginalized community with limited access to device must be considered for selecting the format. Like, any course that will be impleemnted at the local level, should consider to be available in cell phones.

New clarification added: QUESTIONOn the TNA tool to be created (in Task 2, page 5), please provide clarity on the format and mode of delivery of the TNA tool. We understand that this will be a web-based tool catering to respective languages for each of the member states in ASEAN. Is there a need for on the ground interviews/assessment of local government officials, and other stakeholders?ANSWER Please refer to the RFP_Section_II_Schedule of Requirement Task 2.1
