The United Nations Office for Project Services (hereinafter "UNOPS") invites you to submit documents for pre-qualification of work contractors for the Construction and Maintenance of Roads for South Sudan
This Pre-qualification is a formal method of assessing an organization against a set of pre-determined criteria. This process is not related to a specific solicitation process and focuses on a general assessment of an organization's operational, personnel capabilities, and internal processes, including internal quality management and financial health.
While this process is not directly related to a solicitation process, UNOPS may use the results of this PQ exercise to create a shortlist of work contractors that may be invited to submit a proposal for the construction of future building projects.
All relevant information can be found in this Pre-Qualification Notice as well as in the documents attached in the "Documents" section:
- Instructions to Prospective Bidders (Section I)
- Evaluation Method and Criteria (Section II);
- Returnable Proposal Schedules (Section III);
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. Participation in the clarification meeting is not mandatory but participation is strongly encouraged to avoid the risk of non-compliant bids.

New clarification added: A clarification meeting was conducted on 15 Aug 2024 and was attended by over 70 bidders. The Procurement Manager briefed the bidders about the Prequalification tender. Following were the main points indicated:Fully complete all mandatory documents (signed & stamped) and upload in the checklist section. Carefully read the evaluation criteria and respond Complete the Drive QuestionnaireMake sure submissions are submitted before the deadlineThe only question raised from the SS Contractors Association was about the possibility of lowering the threshold for turnover from USD 250,000. The procurement manager explained that this was the lowest threshold UNOPS was able to go down for road projects, considering the previous contracts analysis. He indicated that this might change in future tenders.

New clarification added: Many thanks for the good observation. The returnable document was actually for roads, but the invitation indicated building. Edits are done and new document is uploaded. It will be seen by bidders after an approval
