UNOPS/WFP aims to standardize and optimize its fleet by managing fewer brands to streamline maintenance services and spare parts supply chain among others in Gaza, where spare parts are abundantly available for these two models not only in Gaza but also in the region (Israel, Egypt).

New clarification added: Dear Bidders,Please find below UNOPS responses to the Bidders' clarifications.Clarifications: We would like to request clarification regarding the manual transmission options. It appears that the only trucks available with manual transmissions are 2023 models! and for the 2024 models, only automatic transmissions are offered across the brands requested by UNOPS. Bearing in mind that the brand new 2023 models included manual transmissions, could you please review and advise on this matter?UNOPS Response: Only Volvo and Iveco trucks model 2024 with Manual Gearbox will be accepted.Clarification: We respectfully request your consideration to include MAN trucks in this tender. As the official importer for MAN trucks in Africa, a distinction we earned last year, we are confident in our capability and commitment to delivering exceptional service and support. This recognition underscores our expertise and readiness to provide robust and reliable MAN trucks, which we believe would be valuable additions to your fleet. MAN trucks are already operational in the region, further supporting their suitability for this tender. The main reason for requesting Volvo and Iveco brands is for fleet standardization purposes. Therefore, under this procurement process, we will only accept Volvo and Iveco trucks. Kind regards,

Kindly provide all the necessary details for the trucks and the cargo box semi trailers to ensure we fully understand the requirements, such as and not limited to:1. Minimum Horsepower and RPM for Lots 1, 2, and 3: The specifications do not indicate the minimum horsepower and RPM required for the trailers. Please provide these details.2. Semi-Trailers required technical details such as and not limited to.: - External Dimensions: Please provide the external dimensions for the cargo boxes and flatbeds. - Air Suspension System: We need detailed information on the air suspension system. - Platform Bed Flooring: Specify the type of flooring to be used. - Condition: Clarify whether the trailers should be brand new or if used ones are acceptable. - Braking System and Axle: We need more detailed information regarding the braking system and the axles of the trailers.- Dimensions?UNOPS Response: details are provided in the revised Schedule of Requirments. Moreover, we will not accept used or reconditioned trailers. For Lot Two clarification, more specifications are added in the revised Schedule of Requirement document. For Lot Three clarification, what is required is that 4X4 Rigid trucks are small and manufactured as regular trucks, and no need for a semi-trailer. New clarification added: Dear Bidders,Please find below UNOPS responses to Bidders' clarifications:Clarification: Reffing to Item #2 (Truck Type: New Flat Bed without sideboard (Tractor head with Semi-Trailer) - Minimum 6x4)You requested Axle: Minimum to be 6x4 but in technical specs it is 4x4 So which parameter is correct?UNOPS Response: The request for Lot One (1) and Lot Two (2) are Tractor heads with Semi Trailer 6X4 trucks whereas Lot Three(3) is 4X4 Rigid Trucks.Clarification: Regarding the difficulties for shipping to the designated area of interest, we request you if the supply for this Tender is possible to be delivered FCA Italian Portor at your Italian Logistic Office.UNOPS Response: DAP Kerem Shalom Israel, is our preferred delivery place, our second delivery would be DAP Ashdod, Israel, at the supplier-arranged yard with a minimum 2 weeks' notice for UNOPS to arrange to pick up once all exemptions are finalized and COGAT approval is received. Delivery in Italy is not possible. Clarification: Kindly clarify the following regarding the RFQ : 1. Specification for the cargo box in the lot (1+3) is not clear, is it a dry box or a cooling box? 2. what are the materials required for this cargo box? 3. for the delivery period you stated that (less than 45 days ) this is only possible for units in stock already, but for new production, it takes from 4-5 months to deliver the units required, is it acceptable to offer new production units? if so we kindly request a revision for the delivery period mentioned in the tender documents. UNOPS Response: It's a dry Box – full plate metal floor, sides from the fixed plastic sandwich panels, roof closed by the frame and panels. Outside treated for weatherproofing. For new production trucks, delivery can be extended for the brand new truck to 3 months. However, priority will be given to bids offering shorter delivery periods.Clarification: 1) Please confirm if there is VAT, TAX, and customs exemption for those trucks as it is not clear in tender terms. 2) there are not technical specifications for trailers which makes it very hard to provide accurate prices and each supplier will be offering different trailer specs which makes it not neutral in evaluation .. .So it is better to provide trailer specs for each truck supported with pictures and design? 3) Will you be splitting and awarding this tender to different suppliers? 4) Is partial pricing accepted for this tender? UNOPS Response: 1) The winning bidder will be exempted from both VAT and customs clearance (if trucks are imported) whereby UNOPS will facilitate the exemptions for both. The winning bidder will be required to provide UNOPS with all needed documents for the exemption process. The customs fees are to be exempted at the receiving point. 2) Technical Specifications for the trailers have been added to the schedule of requirements template. 3) UNOPS reserves the right to award the contract to multiple Bidders, including splitting the awards. 4) Bidder is allowed to submit offers for any number of trucks as long as they comply with the requirements. Clarification: 1) We do confirm that there are so many other brand names that already have spare parts in Palestine, Egypt, Jordan, and all over the world on all continents. So please allow other alternatives to be accepted in this tender as long as it meet requirements 100%.?2) Alternatives have more strength, reliability, and longer lifespan time than what you requested especially for working in hard environments and bad nature. So why not accept more reliable trucks?3) EUR5 and EUR6 accepted ?UNOPS Responses: Only Iveco and Volvo brands will be accepted for fleet standardization purposes; moreover, the two requested brands are the most dominant brands in Gaza. We are certain that other brands are just as good but we want to standardize our fleet in Gaza. Only Euro 3 will be accepted.Clarification: We would recommend giving the chance to MAN Brand to participate in this tender considering that MAN is a well known brand in the area of Operation, with good availability of spare parts.UNOPS Response: Only Volvo and Iveco trucks will be accepted.Clarification: Please extend the deadline to Aug 15 2024 as this is very important to get all needed specs and prices. Again it is very important to allow accepting other brand names because for Gaza all spare parts can be supplied with no problems and spare parts for all other brand names are available in all countries whether regional countries or far away countries in all continents around the globeUNOPS Response: The tender closing date will be extended until 15 August 2024, and only Volvo and Iveco trucks will be accepted.Clarification: In case of alternative used engines from Volvo or Iveco would you accept this too?UNOPS Response: No, it will not be accepted.Clarification: 1. In order to have standard Specs with Lot two (2) considering the advantage in steadiness and braker system function as well as road condition Tri Axle Semi Trailer is good for Lot one (1) as well. Use the Length and width the same as with Lot Two (2). Clarification: We would like to clarify if Euro 5 and Euro 6 are acceptable, knowing that the Urea function (AdBlue) will be removed although the physical tank will stay on the truck. This way there is no need for any urea to be filled in the tank as the system will be configured without it.The above clarification is in order to be able to provide physcial units within the short delivery period requested.UNOPS Response: Euro-5 and Euro-6 are not acceptable. We accept only Euro - 3Clarification: Regarding the RFQ/2024/53004 can you please clarify if you need Cargo box trucks or Tractor heads with semitrailer trucks?In the specifications sheet are reported both types of vehicles and there are no requirements for the trailers or for the cargo box, without this information isn’t possible to identify the requested configurations.UNOPS Response: Lot one (1) - Cargo Van (box)- Tractor with Semi Trailer. Lot two (2) - is Flatbed with outside board - Tractor with Semi Trailer. Lot Three (3) - are Rigid Van (Box). Initial Specs need to be rectified as 4X4 small tracks are built with standard chassis. Not required Semi Trailers.
