Description
The United Nations (UN) is currently conducting a Request for Expression of Interest (REOI) to identify potential vendors or organizations capable of providing mine action training and operational support within the framework of the Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). This initiative also aims to inform interested parties about the forthcoming formal procurement process, known as the Request for Proposal (RFP), for the provision of these services. The scope of the upcoming RFP will encompass, among other potential areas, the provision of training and operational support in Explosive Ordnance Disposal (EOD), Weapons and Ammunition Management (WAM). This initiative aims to enhance national capacities and enable both national authorities and MINUSCA to effectively mitigate the threat of Explosive Ordnance and manage weapons, ammunition, and other explosive hazards across the Central African Republic (CAR). The RFP shall result in a long term contract (2+1+1+1 years) with a capable company to provide the following key services: Component A: Core element for the duration of the contract: (A.1) Weapons and ammunition management (WAM): - One team for the delivery of WAM training, including training of trainers, and coaching for national capacity building in CAR. (A.2) Explosive Ordnance Threat Mitigation (EOTM): - One Explosive Ordnance Disposal (EOD) training team for the delivery of training, including training of trainers and coaching, for national defense and internal security forces in support of national capacity building in CAR. - One Explosive Ordnance risk awareness training team for the delivery of risk awareness training to UN mission, agencies, funds and programmes staff and humanitarian organizations, with the capacity to provide risk education to at-risk populations. - One EOTM training team for the delivery of training such as search, mobility planning, Explosive Ordnance threat mitigation, including training of trainers, and for provision of technical advice to MINUSCA uniformed units and Headquarters in CAR, mainly in the regions. - One EOD support team for the conduct of EOD spot tasks and ammunition disposal and provision of operational support to MINUSCA and national EOD capacities, and capable of delivering EOTM and post-blast investigation training to MINUSCA in CAR, mainly in Bangui. Component B: Surge component. The purpose of this component is to meet the requirement of shortening in-mission training and further enhancing preparedness of peacekeepers, and be able to respond to future requests from UNMAS MINUSCA and to potential evolutions of the threat. The Surge component shall include up to two additional EOTM training teams and appropriate technical equipment for two (2) month periods, to deliver training (mainly in pre-deployment in troop contributing countries). The activation of this surge component will be subject to operational needs and funding.
