New clarification added: Question: What will be the payment method like letter of credit etc? Please give some details. Answer: Payment method will be bank transfer within 30 days after receipt of the goods as per the LTA delivery terms. Question: This ITB covers the provision of an undefined number of Medical and General waste incinerators for use in multiple destinations Can you share a tentative list of destinations? Answer: The LTAs are intented to be Global and cover every possible country in the world. The incinerators will be delivered on "FCA sea port" basis, and shipped to the relevant destination, where the bidder is expected to be able to carry out the after sales serives. Question: It is also mandatory for bidders to submit a bid for the optional equipment for each item bid, Answer: While it is not mandatory, it is highly advisble and expected for bidders to offer the required optional equipment.Question: If the optional item is included in our standard equipment then we don't need to mention the price of optional item separately? Answer: Even though the optional equipment is also included in the main item, bidders also need to quote the individual prices for the options as required in the different tabs of Annex II.Question: We notice that the schedule of requirements refers to ranges of incinerators for example item 1 shows a range from 10-30kg/h. Do you expect the product that we offer to cover the entire range, i.e. to offer an incinerator of the top of the range capacity, that can burn 30kg/h (in this way covering the 10 kg/h as well), or you can accept offers for two incinerators which have capacities inside this range e.g. an incinerator that can burn up to 20kg/h and an incinerator that can burn up to 30kg/h in this way having the choice depending on the required capacity of the end user. Answer: Bidders must quote only one technically compliant product per item, making sure the capacity is met within the range. Technically, the effective burning rate will depend very much on how the equipment is operated (the type of waste, preparation of the feedstock, pre-heating, air inflows, etc.)., not only on the machine itself. Therefore, the approach of using ranges.Question: If inco term FCA is used then why any direct taxes (customs duties and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel) are to be included in costing? Answer: UNOPS is a tax exempted UN Entity. All bids shall be submitted net of any direct taxes (customs duties and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel). Question: So this mehtod will be used to evaluate financial compliance of bids? Assume the bids have the following unit prices for different quantity ranges:Bidder A:Range 1: $10,000Range 2: $9,500Range 3: $10,200Bidder B:Range 1: $12,000Range 2: $11,500Range 3: $12,100Bidder C:Range 1: $9,800Range 2: $9,700Range 3: $10,000Evaluation Price for Each Bidder:Bidder A: (10,000 + 9,500 + 10,200) / 3 = $9,900Bidder B: (12,000 + 11,500 + 12,100) / 3 = $11,867Bidder C: (9,800 + 9,700 + 10,000) / 3 = $9,833Average Evaluation Price = $10,533Lower bound:$10,533 * 0.7 = $7,373.10Upper Bound: $10,533 * 0.7 = $13,692.90Answer: The above example would be correct if by range you mean the different FCA prices provided by quantity. The average price is calculated by item, not by bidder. IOnly technically compliant bids for each item will be considered for financial evaluation. To be considered financially compliant, the price must fall within a +- 30% range of the average evaluation price per item. Average evaluation price is defined as the sum of all technically compliant FCA evaluation price in item divided by the number of technically compliant bids in that item.

New clarification added: Question: For the first incinerator, does the specified minimum/maximum combustion chamber volume refer to the volume of a single combustion chamber or the total volume of all chambers? Answer: refers to the volume of the Primary combustion chamber. Question: The incinerator is divided into a primary combustion chamber and a secondary combustion chamber, with the primary chamber burning materials and the secondary chamber handling combustible smoke and particulate matter. Does the term "double chamber" refer to two primary combustion chambers, or does it refer to a combination of a primary combustion chamber and a secondary combustion chamber? Answer: It refers to a combination of a primary combustion chamber and a secondary combustion chamber.Question: If the volume of the combustion chamber specified in the document does not achieve the combustion effect for the specified capacity, can the volume of the combustion chamber be redesigned according to the required capacity? Answer: Yes, this can be indicated. Please add a clear justification and explanation for this in the submittal for evaluation. Question: We would like to request for a clarification regarding technical requirements for all items - Size and Efficiency, e.g the minimum combustion chamber volume: 0.25m2, and the maximum 0.5m2 for item 1. Please confirm if the volume required should be 0.25m3 - 0.5m3 intead of 0.25m2 - 0.5m2? Answer: The requirement indicates the combustion chamber should have a minimum volume of 0.25m3 and a maximum volume of 0.5m3 Question: In regards with "containerization" please be aware that for the item 4, 5, 8, 9, 10, 11, 12, 13 the conteinerization is not possible due to the obvious dimensions of the device. So that should be a mistake, i kindly ask you to remove this request. The same applies to the trailerization. The latter and the containerization is applicable only for items 1,2,3,6,7 Answer: The requirements for containerization and trailers may not be removed. In the response to the requirement, indicate if the unit(s) can be containerized and set on trailers, or not. The responses will be evaluated. Question: The tail gas emission index after incineration is not clear, please contact the owner or person in charge to clarify the standard of these indexes in all lots 01 to Lot 13. Answer: We infer this refers to the emissions’ standards of the incinerators. EU Directives on industrial emissions Incinerator equipment should be designed to be compliant with the EU Directives on industrial emissions, or equivalent. Question: All offers of Lot 01 to Lot 14 will be on FCA Basis only. Answer: Yes, prices quoted need to be on FCA base indicating port of loading. Question: 7. The Incinerator Base Price we quoted need include the price of Electronic Control with Temperature Acquisition Controller, Alarm and Diesel Storage Tank? Answer: Offered price shall be all inclusive.

New clarification added: Question: And the bidder need to provide the on-site after-services? Answer: Bidder should quote the required additional services detailed in the optional equipment for each item. Question: Due to the high volume of work requested for the proposal, we would like to request a deadline extension of at least 3 weeks in order to submit a complete and compliant offer. Answer: UNOPS has given 28 days to prepare the bids, and it is deemed as sufficient time for this ITB.
