Development of Framework and Action Plan for Parenting Effectiveness Service Program in the Philippines Agreement Performance of Work - Readvertisement
In the Philippines, the Constitution provides for the rights of the child and special protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their development. Children are also entitled to parental care, the right to at least elementary education, moral and civic training by their parents and guardians, and the right to live in an atmosphere conducive to physical and intellectual development.
Since 1983, the Parent Effectiveness Service (PES) Program has been a component of the Early Childhood Care and Development (ECCD) of the Department of Social Welfare and Development, and for implementation by the Local Government Units. The importance of parenting interventions has been reinforced by similar national policies and legislations such as the Republic Act 10410 or Early Years Act of 2013, which promotes the right of children to survival, and development, and seeks to support parents in their roles as primary caregivers and as their children’s first teachers. Parent Education is deemed essential to as a means of providing parents with information and skills and support systems to assist them in their roles as their children’s primary caregivers and educators. The development approach to child rearing requires knowledge and training for parents to help their children go through each stage of development until they become fully functioning.
In 2022, Republic Act 11908, or The Parent Effectiveness Service Program Act was passed into law. This act mandates the establishment and implementation of the Parent Effectiveness Service Program to strengthen parental involvement in their children’s development and learning. The implementing rules and regulations (IRR) of said Act was developed in 2023. In implementation, “the local government units (LGUs) shall give priority to parents and/or parent-substitutes with vulnerable children, such as but not limited to children at risk, children in conflict with the law, and children who have been exposed to and/or involved in violence in the homes and communities, solo parents and/or their parent-substitutes, and adolescent parents and their parents, and/or parent-substitutes.”
In view of the foregoing, the DSWD is mandated to lead the development of the PES Program Framework and plan of action in coordination with the concerned and relevant agencies that will serve as the anchor of the Parenting Program of the Philippine Government. WHO technical assistance will be provided for this endeavour
