This ITB refers to the Supply of laboratory equipment (Part V - Measuring and temperature control devices) for the Committee for Sanitary-Epidemiological Welfare and Public Health (SES) of the Republic of Uzbekistan. The requirement consists of the following 6 lots:
Bidders are allowed to quote prices for one or more lots identified in this tender. However, the Bidders must offer 100% of the quantities specified for each lot. Evaluation will be done separately for each lot.

New clarification added: Q.23 Please clarify whether the tender is exempt from value added tax (VAT) and customs duties, import or other taxes, or fees applicable to goods imported into Uzbekistan?A.23 Reference made to ITB Particulars, Duties and Taxes, where it is stated:1. UNOPS as a UN subsidiary organ, is exempt from all direct taxes, except charges for public utility services, and is exempt from customs restrictions, duties, and charges of a similar nature in respect of articles imported or exported for its official use.2. This project is co-financed by ADB and AIIB as state external debt. Per the provisions of Article 483 of the Tax Code of the Republic of Uzbekistan, as amended on 28 December 2023 through the Law № ЗРУ-891, supply of goods and services within the framework of projects fully or partially financed from international financial institutions as state external debt are exempt from Value Added Tax until 01 January 2028.3. Based on the foregoing, all bids must be submitted net of Value Added Tax, other direct taxes and customs duties for the imported items. Indirect taxes, such as Income Tax, payable by the Contractor's staff, personnel, consultants and subcontractors that may be engaged for the provision of in-country services (in-country delivery to final destinations, assembly, installation, calibration, user training, post-sales services, etc., as may be applicable for the required goods), must be incorporated in your all-inclusive rates and prices for the respective services.

Responsibility for obtaining the Certificate of Compliance from Gosstandard of the Republic of Uzbekistan rests with the Consignee of the goods.

New clarification added: Q.12 Lot 5 Ionometer(nitrate ions meter), in Form D: Technical Bid Form, regarding the requirement in line No. 7 "The equipment shall be able to measure at least the following parameters: pH level, ion concentration and temperature", the equipment has these functions by use different types of electrodes, but in line No. 19, you just asked one electrode for measurement of nitrate ions. So it can't measure pH level, temperature. Do you want to add an extra combined pH electrode to measure pH level and temperature?A.12 The bidders are required to quote only an ISE electrode to measure nitrate ions.

However, this is not possible; we cannot know in advance the serial number of equipment that has not yet been produced. Also, this information is usually not indicated in the declaration of conformity.A.9 The name, serial number and model or type designation of the product.

New clarification added: Q 3: In ANNEX 3: Schedule of Requirements of Section IV: Draft Contract for Goods, it mentioned that if required, the supplier needs to provide the registration certificate of medicines and medical products in the Republic of Uzbekistan. So could you please clarify if these products {Lot 1: Temperature controlled plate shaker, Lot 2: Dry block thermostat, Lot 3: Magnetic stirrer, heating plate , Lot 4: pH-meter, Lot 5: Ionometer (nitrate ions meter) & Lot 6: Conductivity meter} need to be registered in the Republic of Uzbekistan?A 3: It is the bidder's responsibility to verify whether registration is required or not required. If Uzpharm Control registration is required for the items under the contract and the Contractor doesn’t have them at the time of contract signature, the Contractor, upon signature of Contract, shall submit the application form(s) along with the required documents for registration to Uzpharm Control and SES and shall apply efforts to obtain the certificate(s) of registration or authorisation(s) for the import and use of the items prior to goods’ arrival into the country.

New clarification added: Q 1: Can we please get the locations where the items will be installed? In order to properly quote for installation/commissioning and after sales support, we need a better picture on where the items will end up.A 1: Please refer to Section IV: Draft contract for goods, Annex 3: Schedule of Requirement, section 2.1. The delivery place and Incoterms are CPT Tashkent.Q 2. Can we please get an extension for submission? Due to the Kurban Khait holiday, local partners and some suppliers are on holiday for the week.A 2: Please note that no extensions for bid submission will be granted.
