Web Content Manager

 

  1. Background

 

Strengthening capacity and advocacy for inclusive and rights based social protection in the Arab region is increasingly critical in the context of the ongoing economic, social and political transformation as part of regional aspirations for inclusive development, peace, stability and social justice. Recognizing this need, the UN Issue Based Coalition on Social Protection in MENA (co-led by UNICEF and ILO) set the creation and roll out of a regional capacity building initiative on Social Protection as a joint-UN objective.

 

TRANSFORM, an innovative capacity building programme on the administration of national social protection floors, was initiated in the Southern African region in 2014 and has seen a growing following and appreciation since then. Recognizing the quality and impact of the TRANSFORM initiative in Africa, it was used as a basis to build a tailored capacity development programme for the Arab region.  Since 2020, key steps were undertaken to lay the foundations for a TRANSFORM Arab Region initiative. Key TRANSFORM learning resources and curricula were translated in Arabic and a first cohort of Arabic-speaking Master Trainers was formed with participants from across the Region.

 

The TRANSFORM initiative dispose of a website ( https://transformsp.org ) hosted by the International Labour Organisation ( ILO) headquarters , which was revised and revamped in 2021. To provide adequate visibility to the subsequent development of the TRANSFORM Arab initiative and to provide a suitable outlet to promote it with donors and partners, it is recommended that a dedicated site is developed. The new TRANSFORM Arab website is expected to reflect similar layout as the current one, as it will remain hosted under the same provider, although content and languages ( English-Arabic) will have to be modified and adapted.

 

 

  1. Main Objective of the Assignment

 

The main objectives of the assignment are the following :  

  1. Review the  existing TRANSFORMSP.ORG website (https://transformsp.org ) and create a duplicate website for the TRANSFORM Arab Region initiative in both English and Arabic, in line with guidance by the Coordination Hub and the Transform AG and existing visibility guidelines. Relevant inputs on content and format revision will be provided to the selected consultant upon inception of the assignment.
  2. Update the TRANSFORMSP.ORG website in both languages ( English and Arabic)  as per latest information on trainings, events, etc undertaken as of June 2024.

 

 

 

  1. Roles and responsibilities

 

The consultant will work under the direct supervision of ILO ROAS Social Security Specialist and Chair of the Advisory Group. The selected consultant will be support by the Transform Coordination Hub, co-managed by ILO ROAS and UNICEF MENA. He will receive assistance by the ILO HQ SOCPRPO technical officer who serve as administrator of the TRANSFORM website.

The Supervisory team will report on progress of work with the TRANSFORM Arab Region  Advisory Group and provide the selected consultant with feedback accordingly.

 

  1. Scope of Work

 

The scope of work of this assignment includes the following tasks, to ensure high quality standards of the expected deliverables:

 

  1. Review the website and other relevant documents ( visibility guidelines, TRANSFORM  Strategic Guidance for Digital Marketing, updated content provided by the Hub) and prepare a  brief workplan with timeframe for completion of expected deliverables, as well as a demo outlining the proposed new layout and content of the website for the AG review and clearance;
  2. Based on the AG feedback and clearance and in collaboration with the Coordination Hub and SOCPRO Technical Officer, revise the structure and update content of the existing TRANSFORM  website through WordPress to create the new website for the Arab Region ( in both English and Arabic);
  3. Based on final feedback by the Hub and AG, integrate revisions and finalise webpage, ready for launch;

 

 

  1. Expected Deliverables

 

  • Deliverable 1 : Timed Work Plan  and Demo ( in PPT) with proposed new layout and content for the revision of the TRANSFORM website for the Arab Region;
  • Deliverable 2:  Final revised TRANSFORM Arab Region Website with supervisory teams’ feedback incorporated ( 2 rounds of revisions)

 

 

  1. Expected workdays and contract duration

It is estimated that the service provider will finalize the assignment in 10 working days, to be distributed as follows:

  • 5 Days for the completion and submission of Deliverable 1;
  • 5 Days for the completion and reporting of Deliverable 2.

 

The consultancy will be expected to start as soon as possible upon signature of the contract for completion by 30 July.

 

  1. Qualifications and experience required :

 

  • Education : Qualification in Web development/ design / related fields ( Communication, Marketing etc);
  • Experience: Demonstrated experience in developing and designing websites, knowledge and experience in utilising Wordpress.
  • Knowledge and familiarity with the ILO Branding guidelines and other ILO web platform would be a plus.
  • Languages: Excellent command of English, both verbal and written. Basic Arabic is an advantage.

 

  1. Budget and Payment schedule

 

Payments will be made following satisfactory delivery of the agreed outputs, and based on the following schedule:

 Completion of deliverables 1 (50 % of payment) – 5 days consulting work.

By 15 July 2024

Completion of deliverables 2 ( 50% of payment) to ILO satisfaction (5 days consulting work)

By 30 July  2024
