Description
The United Nations Office at Nairobi (UNON) invites qualified interested firms to submit their Expression of Interest (EOI) to participate in the upcoming competitive bidding exercise for the Provision and Operation of the UN Fuel Station at the United Nations Office at Nairobi (UNON) in Gigiri and United Nations High Commission for Refugees (UNHCR) in Kakuma & Dadaab. Background information: UNON oversees the operation of the UN Fuel Station (UNFS) at Gigiri, Nairobi, which serves over 5,000 duty free vehicles, dispenses over 150,000 liters of unleaded petrol, and over 130,000 liters of low-Sulphur diesel monthly. There are currently 5 underground fuel tanks with a capacity of 30,000 liters each. The facility provides duty-free fuel to entitled staff, international organizations, and diplomatic missions. UNON plans to also oversee the operations of UNHCR’s Fuel Stations at Kakuma and Dadaab. The Kakuma station serves approximately 151 duty free vehicles, three (3) UNHCR’s Compound generators, 21 refugee community boreholes and generators in nearby schools and dispenses over 120,000 liters of low-Sulphur diesel monthly. There are currently three (3) above ground fuel tanks with capacity of 30,000 liters each. The facility provides duty-free fuel in support of UNHCR’s operations in Kakuma. The Dadaab station serves approximately 197 duty free vehicles, four (4) UNHCR Compound generators, 70 refugee community boreholes, dispenses over 230,000 liters of low-Sulphur diesel monthly. There are currently three (3) underground fuel tanks with capacity of 22,600 liters each and two (2) aboveground tanks of 40,000 litres each. The facility provides duty-free fuel in support of UNHCR’s and its partners’ operations in Dadaab. UNON seeks expression of interest from suitably qualified and experienced firms that have the capacity to take on the management of the Fuel Station, and kperform the following tasks: 1. Operate and manage all areas of the Nairobi UN Fuel Station, at own cost, including: • The station forecourt of approximately 1750 sqm • Five (5) underground fuel tanks with capacity of 30,000 liters each • 9 sqm office and 2 public washrooms • Electrical infrastructure and components • On site back-up generator (60KVA) • 20 ft ISO Container • 12 sqm convenience store 2. Operate and manage all areas of the Kakuma UN Fuel Station, at own cost, including: • The station forecourt • 3 aboveground fuel tanks with capacity of 40,000 liters each • 1 Fuel pump • An office and washrooms 3. Operate and manage all areas of the Dadaab UN Fuel Station, at own cost, including: • The station forecourt • 3 underground fuel tanks with a capacity of 22,600 liters each • 2 aboveground fuel tanks with a capacity of 40,000 liters each • 5 Fuel pumps • An office and washrooms • On site generator 4. Maintain the assortment of fuel products as agreed between UNON and the Government of Kenya; 5. Procure the selected products with good commercial practises and in line with Host Country requirements for duty exemption; 6. Manage the logistics of ordering, expediting, receiving, storing and safeguarding of fuel; 7. Maintain an integrated fuel management system. 8. Manage the sales operation; 9. Maintain appropriate accounts, records and control procedures;
