Invitation to bid Emergency procurement of Hospital equipment, consumables and supplies for Egypt Dear Prospective Bidder, You are invited to submit your offer for the above-mentioned Invitation to bid for the World Health Organization (WHO), Egypt. Please note that this ITB will be submitted through the In-tend/UNGM portal. Closing Date: Offers should be submitted latest by 23:00 (Cairo, Egypt local time) on 26 May 2024. Incoterm: Bidders shall submit their proposal and explicitly indicate the following (INCOTERMS 2020).  DAP Egypt or  FCA, nearest airport/port Queries: Any request for clarification must be submitted no later than. 19 May 2024, 23:00 hr Cairo/Egypt time. ITEMS NEEDED: • As per the attached (ANNEX 1) with specification. OFFERS: • Must comply with the requirements stated in the attached ITB. All Technical details and the financial requirements should be completed as per the annexes 1, as well as 4, 5 and 6. through the United Nations Global Marketplace (UNGM). • The Financial and technical offer should be submitted in the attached excel bidding sheets format and in PDF form as well. EVALUATION OF OFFERS: Compliance with the requested specifications requested by WHO Technical evaluation: Pass or Fail according to the below criteria:- • Compliance with the requested specifications requested by WHO • Availability of the catalogue/Data sheets for the exact model/brand offered by the bidder • Availably of the quality assurance certificate for the offered models Offers should include: • PDF completed by the company by entering the detailed specifications, brand, model , country of Origin of the offered items and delivery time. The Annex 1 must be signed and stamped by the company • Providing complete technical documentation (brochures, catalogues, COO, CE, ISO, FDA, etc.) • Catalogues/Data sheets/quality assurance certificates (FDA, CE, and ISO ...Etc.) of the offered equipment. • Products clear Specifications according to the required specification in Annex 1, • Items are required to be ready in stock for immediate delivery. • The maximum acceptable delivery time frame to receive and install the goods is August 2024. • Warranty 2 years • A local agent should be available in Egypt for installation, training and after sales support in case it is needed. • Soft copy in Excel format for Annex 1 Commercial evaluation: Financial (80% for price and 20% for delivery) • Best price within the approved technically offers • Earliest possible delivery time, • Confirmation for direct delivery to locations identified by WHO inside Egypt. • The currency; USD, EUR or any United Nations convertible currency will be acceptable. • Installation cost • Training cost • Offer validity. • Delivery cost • Any quantity or other discounts (e.g.: volume discounts) shall be clearly indicated. • Items are preferably required to be ready in stock for immediate delivery. • The maximum acceptable delivery time frame to receive and install the goods is within 12 weeks from PO issuance. • EXCLUSION CRITERIA • Offers that are received after the specified deadline will not be considered. • Offers that are not matching the requested specifications and delivery, will not be considered. • Offers that are not placed in the excel sheet format, supported with details and photos, and responding to all required details, may not be considered. • Offers that are not confirming quality certification, will not be considered. In case of award, the suppliers should provide: • Certificate of Origin. • Shipping documents, Packing list and invoice. The supplier should accept, sign and comply to the following attached documents: 1. UN Code of Conduct. 2. Self-Declaration Form.
