RFQ _ Supply & Delivery of New Trucks from 2020 to 2023 model. UNOPS is seeking offers for the supply and delivery of Sixty (60) different types of trucks (Flatbed, Curtain/Tarpaulin, and Cargo Box), the supplier shall be able to deliver a total of ten (10) trucks to Jordan, and fifty (50) trucks to Jerusalem, or Rafah Crossing, or Gaza as further described in the document titled Section II: Schedule of Requirements, included in the Documents section.

New clarification added: Dear Bidders,Please see UNOPS responses to the Bidders' clarification below.Clarification: Lot 4: Gargo box truck- Please confirm that the 4*2 with payload 8ton and 6*4 with payload 11-15 tons are acceptable as the required one is min 6*2 and this is so that the load is proportional to the driving(traction wheel drive ) of the truck.UNOPS Response: Specifications are: Traction minimum 6x2 (6x4, 6x6 also accepted) and payload minimum 15 tons (higher payload also accepted). The proposed "proportional" and 8 tons is not acceptable.Kind regards,

New amendment added #1: Dear Bidders;The purpose of this tender amendment is the following:1- Extend the tender deadline date from 21 April 2024 to 23 April 2024.2- Revise and add the wording PAYLOAD MIN. 6.0 TON to Section III_Sechedule of the requirement and the Returnable Bidding forms, addition are in blue colour. New clarification added: Dear Biders,Please find below UNOPS responses to the Bidders' clarifications. Clarification: May we request an extension for the tender submission, an additional 7 working (we request an extension for the tender submission, an additional 7 working days as there is no time to study the tender ) days would be beneficial.UNOPS Response: The tender deadline will be extended until 23 April 2024. Clarification: Lot one :Flatbed Truck - Regarding the truck and flatbed: is it acceptable traction 4*2 with GVW 7 ton for truck if yes then the flatbed should be from 3 -6 ton. UNOPS Response: Given that bagged white sugar has a density of 0.7 ton/m3 and wheat flour has a density of 0.6 ton/m3, UNOPS maintains a payload of min. 6 ton, however higher payload is accepted.Clarification: Lot two: Flatbed Truck - Could you please clarify the gross vehicle weight GVW for the truck or confirm that we can offer an appropriate truck for the flatbed with a volume of 15m3? Could you please clarify what you mean by 15m3 ton as the volume should be in m3 not in ton.UNOPS Response: It should read " 15 m3, min. 6 ton payload". The truck must have a capacity of a minimum of 15 m3. The payload must be a minimum of 6 tons as stated further down in the specifications. Both higher payload and higher capacity in m3 are accepted.Clarification: Lot 3:Gargo box truck - Is any gross vehicle weight GVW acceptable for this lot taking into consideration the volume of 15m3 for the box?UNOPS Response: As for lots 1 and 2, lot 3 Cargo box must have a payload of min. 6 tons. Both higher payload and higher capacity in terms of m3 is accepted.Clarification: Lot 4: Gargo box truck - Please confirm that the 4*2 with a payload of 8 tons and 6*4 with a payload of 15 tons are acceptable as the required one is min 6*2.UNOPS Response: For lot 4 minimum pay load is 15 tons. Both higher payload and higher capacity in terms of m3 are accepted.Clarification: Lot 5&6 tractor head with semitrailer - Please confirm traction 6*4 is acceptable as the required one is min 6*2.UNOPS Response: raction 6x2 is UNOPS minimum requirement. Anything above is accepted, including 6x4.Clarification: Please confirm the way for payment and the time for payment for this tender.UNOPS Response: In the event of a contract award, UNOPS will transfer the contract amount by EFT to the supplier bank. UNOPS will ordinarily effect payment within 30 days after receipt of the goods and on submission of payment documentation. Clarification: Please advise what is the plate will be green (Palestinian plate ) or white plate.UNOPS Response: The trucks will not be registered under UNOPS (White Plate), The 10 trucks will be registered with the military in Jordan and the 50 trucks will be registered with the Palestinian Authority more likely in Gaza.Clarification: As we can’t deliver the truck to Gaza because of the situation, please confirm that we can deliver the trucks to the Karm Abu Salem crossing or Erez crossing, and this is all after your coordination/arrangement with the Israeli side for that.UNOPS Response: The four locations (Jordan, Gaza, Jerusalem, Rafah crossing) mentioned in the tender are the only locations where suppliers can deliver the trucks. Delivery to Gaza will be coordinated and arranged between UNOPS and the Israeli authority to allow the trucks to enter Gaza. Clarification: Regarding the cargo box please confirm that fiberglass for celling for the box is acceptable and not only sandwich polyester-polyurethan and this is to save some weight in load.UNOPS Response: only Sandwich polyester-polyurethan roof is accepted, since it is more durable and makes the box more rigid, while fibre glass roof is lighter. Clarification: Emission level: The RFQ specifications request engine emissions level EURO 3-5, would you please also accept the EURO 2 emission level, the environmental impact between EURO 2 and EURO 3 is minimal. UNOPS Response: EURO 2 is not accepted.Clarification: Regarding Lot( 4 ) cargo box truck min 6x2, cargo volume 30 m3, min 15 ton payload: Assume the transported cargo is canned food, medicine,..etc, the volume of 30 m3 is too small compared to the required payload of 15 tons. Can we participate with alterntaive offers for the same item : - On 4x4 vehicle with 30 m3 cargo box volume and 10 tons payload. - On 6x4 vehicle with 50 m3 cargo box volume and 15 tons payload. UNOPS Response: 4x4 vehicle with 30 m3 cargo box volume and 10 tons payload will not be accepted. BUT 6x4 vehicle with 50 m3 cargo box volume and 15 tons payload; Yes, it will be accepted, the requirements are MINIMUM 15 ton, 30 m3, 6x2, hence higher specs as suggested are accepted.Kind regards,

New clarification added: Dear Bidders,Please find below UNOPS responses to Bidders' clarifications.Question: You have mentioned in the tender description that you need ten (10) new trucks to Jordan and fifty (50) new trucks to Jerusalem, Rafah crossing, or Gaza. Kindly confirm if we can submit an offer only for the 10 trucks of Jordan, and please provide us with the specific quantities needed for each type of truck among the ten designated for Jordan.UNOPS Response: You may submit an offer for the 10 trucks for Jordan but you have to specify that in your submission. As for the exact quantity for each type, it is unknown at this point given that we don't know the cost per truck and the client wants to determine that at a later stage.Question: You indicate in the RFQ that the requirement for NEW 2020-2023 trucks, will you accept used trucks Model 2020-2023? UNOPS Response: No used trucks will be accepted.Question: Regarding the Euro emission standards, we understand that you are looking for Euro 3-5 engines. However, we know, that Israel applied their current standards regarding the Engine Euro emission standards (which is Euro 6). Therefore; they only allow for vehicles with Euro 6 engines to enter Gaza. Please clarify.UNOPS Response: The vehicle will be used and placed in Gaza. UNOPS will make the required arrangements with the Israeli authority and obtain COGAT approval for the customs clearance for the trucks to enter Gaza. Clarification: Will you accept vehicles equipped with Euro 6 engines but downgraded/modified to Euro 3 or Euro 5?UNOPS Response: As long as the manufacturer guarantees that it will not create problems in terms of daily running (e.g. blocked filters and injectors, injector pump and fuel pump problems) and not affect the durability of the engine, and work without the Ad Blue, then yes. Some Euro 6 engines can operate with Euro 3 and 5 diesel, while other engines can't due to the higher sulphur and sediment content in Euro 3 and 5 countries. Clarification: It’s important to know the estimated quantity of each item since the prices and availability will vary. Therefore; please provide indication about the estimated quantity for each item.UNOPS Response: Please refer to UNOPS response above. However, UNOPS intends to send 10 Trucks to Jordan (Different types) and 50 Trucks to Gaza (Different types). Clarification: Due to tight schedule, we would like to recommend our Long term agreement No.: UNOPS-LTA/2021/1004646 Supply Heavy Trucks between UNOPS and us. We will send the details upon your written request and the products are also available on UNwebbuy.UNOPS Response: UNOPS will use both Tender and LTA approaches and determine the best approach that can cover UNOPS requirements and provide best value for money.Clarification: For alternatives, please kindly consider extending the bid deadline for an extra 2 weeks.UNOPS Response: Bidders need to note that this is an urgent procurement; however, the tender deadline will be extended for two more days (23 April 2024). Clarification: This is a request to extend the date for submission. Reason: With such a short time to compile elaborate technical bids we feel 10 business days would have been appropriate and with that in mind, we would like to request an extension to the closing date from from 21 April to 24 April UNOPS Response: Bidders need to note that this is an urgent procurement; however, the tender deadline will be extended for two more days (23 April 2024).Kind regards,
