New clarification added: For the item 'Photo Reportage and event photography, provision of raw photos, selection, editing, and post-production,' which lists both 0.5 days and 60 minutes, should we provide two separate prices: one for 0.5 days of service and another for 60 minutes of service? Or are we to understand that the 60 minutes of work are meant to be included within the half-day period? Additionally, this situation exists for several other budget items. Could you clarify whether we should consistently apply the same pricing approach to these items as well?Each UNIT requested in FORM B should be taken as a stand alone possible Timeline. For instance we might require 0.5 day of service for one event, but we might require 60 minute service for another event on another day. The contract will be rate based. Reference rate will be used to understand the budget of the event. Thus, yes please give as much clear rates per timelines as possibe. If you consider 0.5 day as a minimum engagement applicable for this service, please mention so. In this case even if we require 60 minute service, we will refer for evaluation 0.5 day service rate.

New clarification added: For the Editing service listed in the budget items, where the unit of measurement is specified as 60 minutes, should our pricing reflect the cost for 60 minutes of editing work performed, or does it pertain to editing a 60-minute long video? Similarly, there are other items in the Excel sheet with this kind of ambiguity. Could you please clarify?Please disregard the previous clarification answer for this question. UNOPS Albania has no 60 minutes videos usually. Mainly videos are of 1 or 2 minutes. Thus when 60 Minutes Video or Photo service is referred it considers time of the company to conduct such a service. Do you consider as a core crew the cameraman and an assistant, or a specific number of professionist?Answer: At your descretion and work methodlogy that you employ to deploy the team for Video Production. For the interest of the Tender, this envisages minimum, absolutely necessary crew members that the company needs to deployQuestion: 2. In Form B - LOT 1, what do you mean by "60 minutes" of pictures? Do you consider 60 minutes of work or working on 60 minutes of pictures material?Answer: 60 Minutes here refers to the time of the service/workQuestion: 3. In Form B - LOT 2, in "Graphics and animations" do you have some references to a product with graphics and animation with 60 minutes of output (footage or title animation or a full animated 60 minutes product), so we can calculate a consistent offer?Answer: Find the requested reference: https://www.youtube.com/watch?v=4XovopDO7G4&t=5sQuestion: 4. In Form B - LOT 2, from lines 31 to 36, you also included the shooting cost. We need (even if repeated) this as a separate cost, since the Contract will be rate based, and in case if Final video will be not produced by your company, and request is for only post production.Question: 6. In the different documents downloaded from the Tender we didn't find any specific country restrictions in the "Binder Eligibility" in "Section II" (except those described in "Section I"), but in the "Binder Eligibility" under "Tender Particulars" there is "However, the bidder should have an office representation in Tirana, Albania". We don't have office representation, but we can still be eligible for the Tender if we have some partnership collaborations with Albanian professional and companies under our creative and artistic supervision.AnswerAnswer: The office in Albania is a requirement due to the physical interaction that might be necessary. We have allowed formation of Joint Ventures which could be the solution in this case. Please note the submission should be done by a Leading partner in JV.

New clarification added: Esteemed Unops colleagues, Regarding the tendering procedure "Provision of Proffessional Videography and Photography services for up to 2 years for various sites and events for the project EU4Culture, RFQ Case No.RFQ/2024/51369, dated 08.04.2024" I would like to ask the following questions: 1. The deadline for the submission in the esoursing platform has changed, we shall keep the new date in consideration right?2. Regarding the returnable bidding forms, should we upload them in one single document or each form as a separate document? 3. In the Form B "Price Schedule Form" should we include the table in the document or as a link, as it was in the initial document? 4.Is it necessary to submit any portfolio of the company or staff CVs? 1. Yes, The new deadline needs to be taken into consideration.2. The submission should be done per LOT. The e-sourcing filters the submission per bid form, thus it is preferable to submit forms per subject separately.3. Please include the table (not the link) in the document.4. Yes, the portfolio of the company is necessary to be submitted, meanwhile staff CV is NOT mandatory, but preferable.

New clarification added: We are applying for two lots and have noticed that while the application documents are the same for both, the upload sections are separate for each lot. Should we upload identical documents in each section, or do we need to modify each document to delete references to the other lot before uploading?Yes, you need to upload documents for each LOT. Each LOT needs individual submission and will be evaluated on the merits as per submitted bids.

New clarification added: Could you clarify the expected frequency of events or activities that will require the photo and video services under this contract?The frequency varies, typically being higher for photo services—up to 2-3 times a month during peak periods—and around once and sometimes twice a month for video production. In slower periods, it may reduce to once a month or even less.
