RFQ-2024-11: Development of a Framework and Plan for Monitoring and evaluation of Societal Enablers (10-10-10 Targets) related to the 2021-2026 Global AIDS Strategy
UNAIDS-Iran is commissioning the development of a monitoring and evaluation framework, aligned with existing national HIV M&E structures, that is adapted to the country context (socio-cultural, epidemic and response) yet permits the National AIDS Programme to track progress, assess the impact of interventions, and ensure accountability in achieving the 10-10-10 targets, specifically the “second 10”. The purpose of this RFQ is to select suitable supplier for the procurement of Development of a Framework and Plan for Monitoring and evaluation of Societal Enablers (10-10-10 Targets) related to the 2021-2026 Global AIDS Strategy. Duration: 90 working days (person-days) during interval from Apr. to Oct. 2024
MAIN OBJECTIVES:
1. Development of a monitoring and evaluation framework and plan for the 10-10-10 targets (and sub-targets), i.e. the “societal enablers”, including a specific component on monitoring implementation of country commitments under the Global Partnership. The framework and plan will include:
a. S&D log frame by using the Health Stigma and Discrimination Framework. The log frame will include specific results for the selected priority settings under the Global Partnership
b. M&E framework
c. The M&E Plan
