Description
Description of the Requirement: the aim of the exercise is to assess availability of sufficient number of interested vendors for the provision of POL supply & associated services in Support of United Nations Interim Security Force for Abyei (UNISFA) for an initial term of 3 years with option for two extensions each one year long (subject to the outcome, this may have to be reduced to 1+1+1).
Below are summary of required services;
• Sourcing & supply of diesel, Jet A1, petrol and various types of Oil and Lubricant through southern corridor, which involves import of the required products from Kenya or beyond. The vendor will have to use own or leased truck tankers for transportation of POL to each of the distribution points.
• Take custody of and manage, operate and maintain UN owned fuel distribution points along with the equipment and Mission’s fuel reserve stock at the following locations within the area of responsibility of the Mission.
o Abyei MHQ DP (Main Hub)- Jet A1, Diesel, Petrol, Oil & Lubricant supply and distribution
o Anthony DP- Jet A1, Diesel, Petrol, Oil & Lubricant supply and distribution
o Kadugli DP- Jet A1, Diesel, Petrol, Oil & Lubricant supply and distribution
o Difra DP- Jet A1, Diesel, Petrol, Oil & Lubricant supply and distribution
• Distribution of fuel from the main hub at Abyei DP to secondary DPs to meet requirements at each location- UN owned truck tankers are available to be operated and maintained by the contractor. The contractor is required to avail and maintain its own delivery capability if the UN trucks tankers are not operational and not available for service.
• Delivery of fuel to remote bulk delivery points and generator locations- UN owned truck tankers are available to be operated and maintained by the contractor. The contractor is required to avail and maintain its own delivery capability if the UN trucks tankers are not operational and not available for service.
• Into Generator, Into Vehicle and Into aircraft refueling services- Each DP had vehicle fuel dispensers. UN owned mobile generator and aircraft refuelers are available to be operated and maintained by the contractor.
• All DP, equipment (including truck tankers and refuelers) are currently well maintained and operational. The vendor will be responsible for the on going maintenance, including supply of spare parts, consumables and other supplies required to make the facilities and equipment safe to use, operational and meets equipment manufacturer recommendations and relevant industry standards.

The required service involves import/sourcing and transportation of POL in or through the territories of the Republic of Sudan and Republic of South Sudan. Under the terms of the Abyei Protocol, the Abyei Area is considered, on an interim basis, to be simultaneously part of both the Republic of South Sudan and Republic of Sudan. Therefore, bidder must secure proof of permission issued by the relevant government authorities of both Sudan and South Sudan to either the Bidder, its Sub-contractors or Partners, to operate and import fuel into Abyei Region and other AOR of the Mission.
