Description

The purpose of this Request for Proposals for Services (“RFPS”) is to invite proposals for the Provision of Design and Installation of Wayfinding and Directional Signage for the United Nations House in Diamniadio, Dakar, Senegal

Submission Deadline.  The deadline for submission of proposals initially scheduled on Monday April 1st, 2024 at 11:59 pm (Dakar time) then defered on Monday 8th, 2024 at 11:59 pm (Dakar time) has been postponed until Monday, April 15th, 2024 at 11:59 pm (Dakar time).

Technical and financial proposals must be submitted in two (2) separate emails clearly marked as technical or financial proposal respectively as follows:

a)     LRFP-2024 -9188418 - Technical Proposal -Provision of Design and Installation of Wayfinding and Directional Signage for the United Nations House in Diamniadio, Dakar, Senegal

b)    LRFP-2024 -9188418 - Financial proposal - Provision of Design and Installation of Wayfinding and Directional Signage for the United Nations House in Diamniadio, Dakar, Senegal

The reference LRFP-2024 - 9188418 - shall be indicated in the subject of the e-mail to be sent in response to the request for proposals.

Currency:  (a) The Proposal currency shall be in XOF for suppliers in Senegal. International proposals can be submitted in USD or EURO.

Bid conference:  To provide bidders with all the information they need to better understand the project and the expectations of UNICEF and the United Nations, a bidders conference followed by a site visit will be held on Wednesday March 6th, 2024, at 11 a.m. (Dakar time) in the conference room of the United Nations House in Diamniadio. During the conference followed by the visit, service providers (who must be familiarize with the tender documents before their arrival) will have the opportunity to raise concerns/inquiries and obtain clear and precise answers/responses on all sections of the request for proposal. Meeting Minutes of both conference and site visit will be taken. For planning purposes, bidders must confirm their participation and shall provide the names the company representative by the end of the day on Monday March 4th, 2024. Any changes arising from this conference will be published in a written addendum to this invitation. Bidders are requested to send their confirmation with the names of the company representatives for the conference followed by the visit by email to to Mr Abdou DIOP abddiop@unicef.org copy to Mrs Béatrix Bazin Rushton : brushton@unicef.org.

The Proposer’s Proposal will include all of the following labelled annexes:

  • Financial Response Form – Annex D to be completed signed and return to us.
  • Proposal Form Annex E to be completed signed and return to us.
  • Supplier Profile Form Annex F to be completed signed and return to us.
  • PSEA Circular Annex G to be endorsed signed and return to us.
  • Pictures and technical specifications of each required equipment
  • Material samples: clamps, cables, plates, adhesives, lighting, etc. (to be submitted no later than Monday April 15th, 2024)
  • Certified copy of registration with local authorities
  • National Identification Number of Companies and Associations ("NINEA" or equivalent)
  • Trade and Companies Register number (or equivalent)
  • Tax Clearance Certificate to show tax compliance Status.
  • Audited and certified financial statements for the years 2020, 2021 and 2022
  • Last three (3) Contracts/Purchase Orders (with amounts)
  • Certified copy of exclusive rights/licenses (if applicable)
  • Curriculum Vitae of the company's Managing Director
  • Proof of payment of social security contributions
  • List of local offices in other countries (if applicable)
  • Company rules and regulations (if applicable)
  • Quality certificates obtained (if applicable)
  • Company environmental policy (if applicable)
