APW - To Develop Nursing and Midwifery Development Plan 2030
1. BACKGROUND
“The WHO Global Strategic Directions for Nursing and Midwifery 2021–2025 (the global SDNM)” was endorsed at the Seventy-fourth World Health Assembly and provides policy priorities to optimize nurses’ and midwives’ contributions to achieving UHC. Moreover, at the seventy-fourth session of the Regional Committee for the Western Pacific, “The Regional Framework to Shape a Health Workforce for the Future of the Western Pacific” (WHO WPR) was endorsed, and the proposition for each Member States to develop a national strategic document on nursing and midwifery workforce development was stipulated in the framework. Nursing and midwifery workforce consists of more than two thirds of regulated human resource for health in the region and their contribution is integral for achieving Universal Health Coverage, particularly for strengthening primary health care.
In 2023, Ministry of Health (MOH), Lao PDR has requested WHO Laos Country Office to provide a technical support to develop the strategic document for Lao nursing and midwifery workforce to be aligned with the national Human Resources for Health (HRH) Development Strategy 2021-2030. In November 2023, MoH, Nursing and Midwifery Board of Health Care Professional Council (HPC), as well as Lao Association of Midwives (LAM) organized the first consultation workshop. They agreed to develop “Nursing and Midwifery Development Plan 2030” that scopes formulation of policy priorities for Nursing and Midwifery workforce, namely, in the area of “Education”, “Job”, “Leadership”, “Service Delivery” as stated in the global SDNM as well as “Networking”, and the first draft of the development plan was prepared.
2. PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The contractor is expected to provide a robust technical support for MOH, Nursing and Midwifery Board of Health Professional Council, and Lao Midwife Association in the whole process of development of the document including the action plan for implementing the plan for the period until 2030.
3. DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
In close collaboration with MOH, HPC, LAM, WHO and other relevant development partners:
Output 1: Draft indicators for each policy priority and key activities of the development plan are agreed.
Deliverable 1-1: Agreed draft set of indicators for each policy priority and key activities for Nursing and Midwifery Development Plan 2023.
Deliverable 1-2: A technical report of the 2nd consultation workshop.
Output 2: The results of the situation analysis to investigate the validity of the first draft in the context of health system of Lao PDR are reflected to the draft of the development plan.
Deliverable 2-1: Updated draft of Nursing and Midwifery Development Plan 2023 based on the results of situation analysis.
Deliverable 2-2: A technical report of the 3rd consultation workshop.
Output 3: The results of the consultation with various stakeholders are reflected to the draft of the development plan.
Deliverable 3-1: Updated draft of Nursing and Midwifery Development Plan 2023 based on the results of the consultation workshop with the national and subnational nursing and midwifery leaders.
Deliverable 3-2: A technical report of the consultation workshop with the national and subnational nursing and midwifery leaders.
Output 4: The Nursing and Midwifery Development Plan 2023 was updated as a final draft.
Deliverable 4-1: A final draft of Nursing and Midwifery Development Plan.
Deliverable 4-2: A technical report of the final draft consultation workshop.
4. METHODS TO CARRY OUT THE ACTIVITY
- Review literatures / documents
- Consult relevant stakeholders
- Facilitate consultation workshops with the stakeholders to develop the draft document
- Collect and analyze the data
- Write technical reports and the development plan
5. QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: At least one of staff in the team has advanced degree in Nursing/Midwifery/Public Health Team members hold university degree in Nursing/Midwifery
EXPERIENCE
Essential: At least one of staff in the team has more than 7 years of experience in development of health system for human resource for health at national level in the Western and Pacific Region.
Desirable: At least one of staff in the team experience in development of health system for human resource for health at national level in Laos.
6. TECHNICAL SKILLS & KNOWLEDGE
- Designing, conducting, and analyzing quantitative and qualitative assessment to produce evidence-based outputs
- Producing written reports to a high standard
- Ability to utilize evidence in guiding health interventions
