New clarification added: Q11: Please confirm that a bidder (if distributor, but not a manufacturer) may not have ISO 9001 to meet the ITB requirements if submits ISO 9001 from Manufacturer only?       A11: As per Section II.2b – Manufacturer & Supplier Certification of the ITB Section II: Schedule of Requirements, distributors shall have a Quality Management System (preferably compliant to ISO 9001 or other applicable quality management system requirements) and relevant certificates, licences, permits, authorisations or other documents, as may be applicable. The bidder shall submit any relevant documents to be reviewed by the tender committee to attest the existence of such QMS

New amendment added #1: The ITB is amended as follows: Evaluation criterion to be applied to JV/Consortium/Association are specified in the ITB's Particular Section/Tab; To reflect the change in specifications for Lot 1, the document titled as "ITB_2023_50023_Section III_Returnable Bidding Forms_Form D_Technical specifications for goods" is replaced with the updated document titled as "ITB_2023_50023_Section III_Returnable Bidding Forms_Form D_Technical specifications for goods_REV1_10JAN24";No minutes of prebid meeting is uploaded since no bidders participated in the Pre-bid Meeting dd. 10/01/2024.

New clarification added: Q10: LOT1_Steam steriliser (Autoclave) (75 l), item #6 Built-in electrical steam generator and air compressor. For what purposes is an air compressor needed? To control the sterilizer, its does not need either compressed air or a compressor. Please inform us about capacity in m3/minutes and air pressure in bar for air compressor.           A10: The relevant amendment will made in the revised document to be uploaded after pre-bid meeting as ITB/2023/50023_Section III_Returnable Bidding Forms_Form D_Technical specifications for goods_REV1

New clarification added: Q9: LOT 4_Drying Cabinet (150 l) Please clarify if you need a drying cabinet with natural convection or with forced convection?     A9: Since this requirement is not specified in the technical specifications, bidders can submit their proposals for a drying cabinet with either natural or forced convection.

New clarification added: Q8: LOT 3_Drying Cabinet (115 l), item 4 - Capacity of at least 115 liters. Could you please slightly modify item #4 it will lead to extend of quantity participants and present it in the following edition “Capacity of at least 110 liters”               A8: As specified in line 4 of the Form D, the proposed Drying cabinet shall have capacity of at least 115 liters. Bidders shall offer equipment with characteristics meeting or exceeding the specifications to be considered substantially compliant. Non-compliant offers shall be rejected. No revision of this parameter is considered.

New clarification added: Q6: LOT1: Steam steriliser (Autoclave) (75 l), item #27 One (1) in-line water filter consisting of sediment filtration + carbon-based micro filtration. Three (3) spare filters included of each type. Compliant with water pressure between at least 2 - 4 bar. You don’t demand a water treatment system for feeding steam generator of steam sterilizer according to standards EN 285:2015+A1:2021 and ISO 17665-1:2006, you asked only filtration even without rating of filters. Does it mean that you probably have water treatment system at sites? Or do you plan after filtration mentioned in item #27 to use some additional water treatment? Distillation? Or does the water filtration system mentioned in item #27 had to prepare water according to standards EN 285:2015+A1:2021 and ISO 17665-1:2006? Please clarify this question and please indicate what quality of water must be to get after water filtration, mentioned in item #27.                   A6: In accordance with line 39 of the Form D, the proposed Steam sterilizer must be completed with all necessary parts, components, materials for full functioning of the equipment offered. Therefore bidders are obliged to offer water treatment system that enables adequate water quality for offered sterilising equipment, including provision of adequate and spare filters.

The sterilizer that we are going to offer doesn’t need compressed air generally. Could we offer a sterilizer without air compressor?               A5: As specified in line 6 of the Form D, the proposed Steam sterilizer shall have built-in electrical steam generator and air compressor. Bidders shall offer equipment with characteristics meeting or exceeding the specifications to be considered substantially compliant. Non-compliant offers shall be rejected. No revision of this parameter is considered.

New clarification added: Q4: Must the sterilizer meet standards EN 285:2015+A1:2021 and ISO 17665-1:2006?               A4: All minimal standards and certification requirements are specified in Section II: Schedule of Requirements (Section II.2b and Section II.2c) and the proposed equipment must meet these standards and requirements in order to be considered substantially compliant.

New clarification added: Q3: LOT 1_Steam steriliser (Autoclave) (75 l), item #4 Mono-phase electrical source and LOT 1, item #27 - 220 V ± 10 %, 50/60 Hz. You ask steam sterilizer for 1 STU, this is quite a big chamber and it needs a lot of energy to heat chamber and loading materials. But according to specification you demand only one phase electrical source and 220 V. But heating in this case will be very slow and probably this kind of sterilizer couldn’t meet requirement from standards for big steam sterilizer. EN 285:2015+A1:2021 and ISO 17665-1:2006, but both mentioned above standards are mandatory for this type of sterilizers 1 STU nd more. New clarification added: Q2: the requested items are not medical devices. Can you please confirm that in this case registration is not a mandatory requirement?                       A2: Decision on whether the requirement to registration of newly imported devices (medical or non-medical) depends on what sector a particular equipment to be used in (i.e. health sector, food processing sector etc.). Since the items of the tender are procured for use in medical sector, the decision shall be taken exclusively by the State Center for expertise and standardisation of medicines, medical devices and medical equipment under the Ministry of Health of the Republic of Uzbekistan” (“Uzpharm Control''). Therefore, a contracted supplier shall apply to the regulatory authority for obtaining either the certificate of registration or waiver of the registration requirement if a particular equipment is classified as not mandatory for registration.

New clarification added: Q1: With reference to criteria/line 5 of Lot 1: Steam steriliser (Autoclave) (75 l). The specs says (point 5) "Front-loading autoclave, upwards or turning single door" and in the accessories is requested "baskets". Baskets are meant to be with vertical autoclave but specs say "Front-loading" (which is horizontal).
