Description of the Assignment:
UNDP is committed to making gender equality, a basic human right and a necessity for a sustainable world, a reality. Womens empowerment and gender equality are vital to achieving the 2030 Agenda for Sustainable Development, which envisions a world “of universal respect for human rights and human dignity” in which “every woman and girl enjoys full gender equality and all legal, social and economic barriers to their empowerment have been removed.”
As part of the Gender Equality Strategy 2022-25, UNDP supports tax and budget reforms aligned with gender equality. To advance this, UNDP is launching Equanomics, an initiative supporting 7 countries, including the Philippines. Equanomics aims to consolidate UNDPs existing programs and tools, fostering a shared vision for fiscal policy and institutional reform and scaling up current efforts. This includes integrating the Gender Equality Seal for Public Institutions, Tax4SDGs programs work on taxation and gender equality, PALOP programs gender-responsive budgeting, and Integrated National Financing Frameworks.
As such, UNDP is engaging a National Gender Specialist to support the Bureau of Local Government Finance in undertaking a new specialized Seal track to support Ministries of Finance and Tax authorities, for equipping them in a practical and substantive way to conduct tax and budget reforms towards gender equality. Complementing the Seal awarding process, UNDP will; (i) support Ministries of Finance and Tax authorities to carry out assessment of gender-responsiveness of the tax system (policy and administration); (ii) build specialized capacity of public officials; and (iii) help develop a roadmap of tax reforms in coordination with Ministries of Finance and tax.
Period of assignment/services 70-person days
