Description
1. The United Nations Procurement Division (UN/PD) intends to issue a solicitation to procure the services of a qualified and certified logistics/movement control specialist to provide specialized consultancy services in overseeing a large number of chartered passenger flights, cargo flights and ships for rotation, deployment and repatriation of the UN Troops/Contingents, United Nations Owned Equipment (UNOE) and Contingent Owned Equipment (COE) arranged by the Department of Field Support in support of UN field missions worldwide. 2. The selected Contractor (the Logistics/Movement Control Specialists) will act as UN’s agent in a troop/police contributing country (TCC/PCC) during major movements and will be responsible to the Chief of the Movement Section/TMS/LSD/DFS. 3. The main scope of service will be: Planning and coordinating at UN Peacekeeping Missions during surge requirements.  Develop operational plans in support of the movement of passengers and cargo using different modes of transportation  Act as Movcon Managers at airports supervising and controlling passengers and cargo handling  Act as Movcon Managers at seaports supervising and controlling cargo movements  Supervise and control the movement of passengers and cargo utilising different modes of transportation (road, rail, water, or air) Support of TCC/PCCs' movements of personnel and cargo to UN Peacekeeping Missions.  Establish contact with the UNHQ Movement Control, Military Points of Contact at the TCC/PCC, and UN contractors;  Set up Planning Conferences to brief the TCC/PCC on equipment levels, milestones, cargo preparation, documentation requirements for international shipment, modes of transportation to be used;  Request the TCC to identify and provide cargo load lists for all commodities to be shipped (to include total volume, area and weight and dollar values); outline requirements such as documentation; preparation of cargo, vehicles, containerisation, segregation, etc.;  Request the TCC to identify and provide detailed information for all Dangerous Goods (DG) to be shipped;  Set up meetings with UN contractors (Air Operators, Port Captain) and handling agents to discuss load planning and schedules;  Ensure weight and volume of cargo provided by the TCC is correct and correct where applicable.  Ensure all vehicles (to be loaded on board a UN contracted aircraft or ship) have been fully loaded and ensure the economical planning of loads and propose changes so as to achieve the most efficient use of aircraft and ships;  Provide advice to the TCC on minor disassembly of applicable equipment to allow their carriage on board UN contracted aircraft and ships;  Ensure receipt of passenger manifest for all passenger airlift. Ensure the contingent commander, as well as other relevant staff of the TCC, are aware of the UN rules, regulations and entitlements regarding the movement of personnel on UN contracted aircraft;  Ensure that all local movement orders, procedures and instructions are in place to ensure the prompt loading of UN contracted aircraft/ships;  Where possible, inspect cargo for proper packaging and protection with the aim of preventing shifting and damage to the cargo while being transported  Inspect all containers and ensure that the packing list is consistent with the cargo contained therein. Take appropriate action for loaded cargo that is not listed on the packing list, is not compatible, or that is not prepared in accordance with International Dangerous Goods Regulations;  Report on condition of cargo, identifying any major damage;  Complete detailed reports on any loss or damage to cargo during loading; include photographs and statements (where applicable);  Ensure proper marking and labelling of all cargo (noting different destination as applicable);  Ensure that all necessary documentation has been prepared iaw International Regulations prior to releasing COE for transportation to the field missio
