SPECIFICATION REQUIREMENTS FOR A LAN/WAN
INFRASTRUCTURE AND TO UNDERTAKE AN INVENTORY OF EXISTING HARDWARE AND SOFTWARESealed Quotations/Offers are invited from experienced and qualified Institutions/Contractors to conduct site assessments/surveys at fourteen (14) Provincial and District locations and one location in Harare to identify technical specification requirements for a LAN/WAN infrastructure and to undertake an inventory of existing hardware and software
UNICEF seeks to identify and select a competent and experienced Institution/Contractor to conduct site assessments of fifteen (15) locations (all offices of the Ministry of Education, Sports, Arts and Culture - MoESAC) as per details outlined in Annex 4 (one central location in Harare, 10 Provincial locations and 4 District locations). The site assessments aim to identify technical specification requirements for a LAN/WAN infrastructure and to undertake an inventory of existing hardware and software location-wise. The technical specifications requirements will identify all needs and networking equipment to install Local Area Network (LAN) systems at specific locations, integrated to form a WAN to support EMIS functions at national level.
In this regard, services of a qualified and experienced Institution/Contractor is required to undertake a technical assessment of the target locations to identify and recommend necessary technical specifications and infrastructure to support networking that will collect and feed data to the central server. The assessment would include, inter-alia, review of existing infrastructure and current information management/software systems and procedures and identification of the ICT hardware and software requirements for a local area networks (LAN’s).
SCOPE
OF WORK/ASSIGNMENTS
The assessment will involve undertaking joint sites visits with relevant MoESAC officials to the fifteen (15) sites for inspection of the existing infrastructure.
The specific tasks to be undertaken by the Institution/Contractor include but are not limited to:
a) Hold meetings with the UNICEF team for initial discussions to get a clear and complete understanding of the scope of the works.
b) Communicate and meet with the relevant local authorities to establish and agree on target timeframes, assessment dates and final scope to conduct site visits/assessments.
c) Undertake joint site visits to the target provinces and districts. Review, in consultation with the local authorities, the current information management/software systems and procedures, identifying technical specifications requirements.
d) Prior to departure from each site, conduct and exit meeting with the relevant local authorities to share draft findings and discuss general recommendations.
e) For each site, prepare a separate detailed itemised Bill of Quantity with complete detailed technical specifications for the ICT infrastructure (LAN/WAN) and related applications necessary to support the EMIS system
f) Prepare a detailed technical report for each site on the basis of findings for submission and review by UNICEF. Individual reports for each town will include a separate chapter that documents existing hardware and software inventory and wired infrastructure, floor plan diagram of installed networks. Reports will cover:
- Technical specifications requirements.
- Assessment of existing local area network infrastructure for integration and/or expansion.
- Define each of the integration points across each of the rooms and buildings;
- Describes in detail the specifications for all the required network cabling and components and network devices;
- Document LAN topology and network architecture diagrams;
- Recommend project phasing and implementation plan.
- Develop a Gantt chart that details and timing of implementation for each component with a report that provides detailed information on the process to be followed for each phase.
- Define the responsibilities for the LAN contractor, for each phase of the implementation.
- Coordinate, with UNICEF/BEGE Section, to ensure agreement and proper prioritization of components to be implemented.
- Cost estimates for all the elements required for this project will be included in the Bill of Quantity mentioned in item e) above.
g) Based on feedback from UNICEF, incorporate comments and modify report for finalization
h) Upon completion of assessments of all fifteen (15) sites, consolidate all reports into a single report, summarizing overall needs and requirements, costs and projected timelines for the fifteen sites. The Report should have individual chapters that are site-specific and must provide full details of current systems and equipment in place; the hardware and software requirements , detailed specifications; proposed site(s) plans with diagrams, LAN/WAN topology and network architecture diagram and stations, network devices, integration points across each of the rooms and buildings; detailed cost estimates for all the elements required and proper prioritization of various components. The consolidated summary chapter will be used to establish the overall resources for the fifteen sites, but the individual site-specific reports will be used for individual communication with respective town authorities.
i) Network solutions must conform to a recognised network protocol.
- Must have a minimum 3 years’ experience in designing, installation and configuration of complex structured wired and wireless LANs/WANs in nature, scale and complexity commensurate with the present terms of reference.
- Must have at least three similar contracts (similar by scope and nature), with direct customers, private sector or others. Evidences of contracts are required.
- Team Leader is expected to have a Minimum University Degree in Computer Science or related subjects and at least three years of relevant professional experience.
