Description

It is anticipated that the International Criminal Court (hereafter referred to as the ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation on the purchase of File Conversion Services (OCR Services). In this connection, the ICC is requesting expression of interest from qualified firms.

 

SCOPE OF WORK

Background
Each year the Terminology and Reference Unit (TRU) of the Court Interpretation and Translation Section needs to outsource conversion into Word format of PDF documents which are either image-PDF, or text-PDF of poor quality in order to upload them into its language tools. TRU plans to spend 12,500€ each year for conversion services. The successful vendor will sign a 3-year contract with the Court.

Conversion process
1. Convert a PDF file (original) into a Word file (output) using an OCR tool.
2. Compare the output with the original.
3. Format the output so that it matches the formatting of the original.
4. Proofread the output to spot any content-related discrepancies (typos; words, accents or punctuation marks missing; etc.) with the original and make sure that content-related errors in the original are reproduced in the output.
5. Correct the output accordingly.

Delivery
The original file to be converted will be placed on the ICC extranet platform. The output file will be delivered as an electronic file to be placed on the ICC extranet platform.

Languages
Files to be converted can be in any of the working/official/situation or case/communication languages of the ICC.

Test
Interested vendors will be requested to take part in a remote conversion test.

Timeframe

The project shall start in 2013 for one (1) year [twelve (12) months] with an option for two (2) years [twenty four (24) months] extension, subject to the availability of funds and the successful completion of the work in the first year. Expected day of the start of the project is 01 July 2012. Exact dates of the work are not determined yet and will be negotiated.

Expected expenditure

EUR 12,500.00 per year, subject to the availability of funds
