New clarification added: Clarifications:Dear Sir,Regarding the Bid for the construction of Supply and Installation of PV Solar System and Street Lighting for Bourj Hammoud Souk Lighting in Lebanon, ITB ref. No. [ITB/2023/49207], we kindly request your assistance in providing clarifications for the following inquiries:1. Once the project is awarded and invoiced, is it exempt from all direct taxes, including VAT, MoF taxes and any other related charges? Is VAT going to be invoiced?2. Given that we have recently become aware of the project, and that the date of the site visit has already passed, may we request the scheduling of another site visit?3. In section III: Condition of contract, we can’t open the 2 links related to “Instrument of Agreement” and “General Conditions of Contract”. Could you please provide guidance on how to access this information?UNOPS Answer:All bids shall be submitted net of any direct taxes including customs duties, indirect taxes such as sales taxes or VAT, and taxes on commodities, such as fuel (as mentioned under the particulars tab).Please note that a site visit was held on the 2nd of November 2023. New clarification added: Clarification:Dear Sir/ Madam,The Tender document specifies that all bids should exclude any direct taxes, including customs duties, as well as indirect taxes like sales taxes or VAT, and taxes related to commodities such as fuel. Given that the goods will be imported from overseas and will be subject to taxes and duties, it’s worth noting that only locally purchased goods will be exempted from VAT. Is there a provision for an exemption letter for this project?UNOPS Answer:This project is exempted from taxes mentioned under the particulars tab. Please note that UNOPS will provide a tax exemption letter for the awarded bidder based on submitting the needed documents at that time

New clarification added: Clarification:Dear team,I hope this email finds you well.Kindly find below the project clarifications:1) It was mentioned on the preliminaries sheet of the BOQ (part 0.13) that we need to install a CCTV system, however that wasn’t mentioned in the BOQ – Kindly Clarify2) As for the Silicon PU Sports Flooring, could you please clarify more on this part3) Regarding Item D in the BOQ section 1.5 (Feeder Pillars) , could you please clarify what do we want to price in this item. Kindly Clarify4) Could you please clarify the reason why each battery bank is connected to one inverter. Why can’t we connect all the bank (156+156 +156) to all the inverters together.5) As for the inverters, could we connect one 150kW inverter or we are obliged to divide them into 3 of 50kW. Kindly ClarifyUNOPS Answer:1) CCTV Cameras are temporary installations, only during the construction phase. Therefore, they will not be under a separate BOQ item.2) The intended usage of the space under the canopy is a sports court. The surface of the roof slab is currently unfinished and non-waterproofed. The proposed PU flooring addresses the water-proofing issue, surface finishing and safeguard against injury from the exposed steel base plate/bolts, and the usage requirements by the beneficiary.3) The feeder pillars are completely new items. The pricing should include the supply and installation of the enclosure, breakers, busbar, and all the items shown on the feeder pillar schedule with all necessary accessories.4)The design has distributed the battery banks and inverters into 3 groups to save on DC cabling, provide more flexibility, and have less risk in case of fire.5) The design intention is to have 3 inverters of 50 KW for the reasons mentioned in item 4 above and also to have less risk in case of damage to one system and to have more choice of inverters suppliers.

New clarification added: Clarification: Regarding the Enclosure for Batteries and Inverters:Can the enclosure be 4Mx4M, Height 2.5MUNOPS Answer:As per the design configuration, big-sized enclosures aren't required. However, it is the contractor's liability to propose a size suitable to the proposed solution.

New clarification added: Clarification:Regarding the Structure:Can it be made of G90 with Zinc Plated and Epoxy Powder Coating instead of Painted steel?Thank youUNOPS Answer:Yes. Structural black steel sections can be replaced with G90 as it is only a matter of coating. The G90 structural steel section properties and tensile strength are to be the same of higher of the design sections shown on the drawings.

The bidder has been registered in Lebanon as a contractor and in continuous business during the last eight (8) years. For JV/Consortium/Association, each partner shall meet this criterion."The amendment was reflected on the criteria tab and the file "Small_Works_ITB_Section_II_III_IV_V - Bourj Hammoud Souk Lighting-rev.2" which is located under the documents tab.
