New clarification added: Dear Sir or Madam,I would like to kindly ask you for clarification regarding the following topics:1) Antenna Size/Beam Width: In part a.2, beamwidth ≤ 2 is mentioned, but a.8 says 1.5° system. Can you please specify which one we should consider?2) Pulse length: the pulse length for a long pulse in unusually high - 150 μs pulse is specified. Usually, 100 μs is requested in tenders. Can you please describe why such a long pulse is needed so we better understand your needs?3) Elevation: usually buyers want elevation up to approximately 95° but 185° is requested here. Can you please again describe to us why such a big elevation is needed?4) Delivery date: for delivery, March 2024 was mentioned on the prebid call. As other participants, we feel that it is unrealistic to deliver 3 well manufactured 5) Training location: Will the training take place on the buyer's premises?6) Trainees' level of knowledge: We are able to offer different training schedules from trainees with no experience with radars to trainees who have worked with radars for 10+ years. Can you please specify if the trainees at Timor-Leste have some previous experience with radars and if so, how long?7) Categories of trainees: If I understood correctly, there will be 3 groups of trainees - technicians, system operators and meteorologists/observers. Is it possible to do all the 3 different trainings simultaneously?8) Number of trainees: What is the expected or maximum number of trainees in each group (technicians, system operators and meteorologists/observers)?9) Budget: Do you have an expected budget for this project?10) Relevant experience: During the prebid call, you mentioned that 3 years of previous relevant experience must be listed. But the slide that was presented during that call said 5 years. Can you please clarify if 3 years of experience are sufficient?Responses1) Beam width should be considered.2) Thats why we mentioned "between 0.4μs Short pulse to 150μs Long pulse". Hope, 100μs is also comming under this category.3) Thats why we mentioned "At least between -5° and +185°"4) Delievery Date: may be by Dec 20245) Training location: Yes, it should be at the DNMG, Dili6) Trainees' level of knowledge: None of the Technical Staff of DNMG have very through training on Radar Operation but however, they have been orineted by BMKG-Indonesia with basic information.7) Categories of trainees:All the trainings as suggested should be organised separately.8) Number of trainees: Technicians-4, System Operator-4 and Meteorologist-89) Budget: Budget can not be disclosed at this time as per the procurment policy.10) Relevant experience: Please stick to the ITB specification,

And do you have tower/ platform to install the radar? if yes, please describe the size, height, etc and/or drawing of the tower. If not, shall the bidder propose with the tower?Do you need factory training in the manufacturers facility to be included in the proposals? if yes, for how many person and days?How many radar control PC and remote client required per location?Is it mandatory to have representative office in Timor Leste? Our office is in Jakarta, not too far from Timor Leste and it is possible to perform aftersales and maintenance services as requiredThank you very muchBest regards,ANSWERa. The location for installation of Radars are as mentioned in the ITB is 1. Dili at the premises of the DNMG-Ministry of Transport & Communication, Office Premises, 2. Suai Airpot and 3. Baucau Airport. However, there is no tower or platform prepared so far by the National Service Provider / DNMG. Hence, supplier need to include it under their proposal as per the requirment and/ or size of the Radars.b. No, factory trainimg in the manufacturers facility -Only onsite in country trainings are recommnded.c. Radar Control PC to be suggested by the supplier as per the minimum standard requirment for each site.d. The ITB document is not asking for a reperesntative office in Timor-Leste but asked to specify the level of Services to be provided. Hence, it is solely depend on the supplier to ensure which level of services is included in the proposal and how best that can be managed efficiently.

New clarification added: QUESTIONRespected Sir and Madam,The tender technical specification was copy-pasted from one product datasheet. This in effect will get other products with different design method fail the evaluation. Weather radar are unique instrument with each manufacturers/brand have their own way of achieving the same/ comparable result.We proposed alternate radar with similar if not better performance and competitive prices but with slightly different transmitter design. Would it be considered? Our radars are using magnetron transmitter with 40 KW peak power. Pulse width 0.25 - 2 microseconds and PRF between 250 - 2000 Hz. The radar are compact, easy to maintain and have high sensitivity performance up to 200 KM which is very suitable for mountainous terrain like Timor Leste. The design were meant to be 2-person engineer installation and maintenance. Performancewise this radar is comparable with the required technical specification.Do you need the data output of the weather radar to be sent to other system/server? Please elaborateWould it be required to offer Weather Radar integration system as a separate central system to integrate the 3 X-Band Radar? One of the available solution is to combine it with NWP/ Mesoscale and Automatic Rain Gauge (ARG)/ Automatic Weather Station (AWS) to create accurate rain intensity forecast.After the installation, the weather radar will bear monthly electricity bill and if required internet data package to share the data to other remote system. Would you please advice if this should be included in the maintenance cost by the Bidder or will it be responsibility of the operator (DNMG)?Would it be required to supply generator set (genset) as a backup power for the radar?What is the expected delivery time? for 3 units X-Band radar, i think manufacturers will need more than december 2024 delivery time because it's not stock ready. Would you please consider accepting delivery time in December 2024 or early 2025?Thank you very muchBest regards,Answer a) Please be advised that the specs are developed based on the requirements needed, but UNOPS does not limit the offer from a particular brand / model.b) Please refer to the response above, the assessment on the performance will be assessed during the evaluation process and therefore bidders are advised to ensure complete information is provided in the proposalc) Yes, as mentioned above the CDIS is planned to be setup using a dedicated Server at the National Forecasting Centre (NFC)-DNMG. Hence, data from all kind of Observation Network equipment, including Radars will be sent to the Server at the NFC-DNMG.d) Supplier to suggest the most appropriate solution. Combining with NWP/ AWS to create accurate rain intensity forcast is the objective.e) Electricity Bill and Internet Data package will be responsibility of the Operator / National Service Provider. It should not be included in the bidder's proposalf) ITB specification include UPS only under the "Detailed Specification Table" under "a.6)" -Not Generator. So, no need to include the Generator in the proposal.g). It is advisable to keep the delivery targets latest by December 2024, considering the manufacturing requirement but a clear time line is also required for its transportation/ Shipping to Timor-Leste, transport to sites, installation etc.
