UNICEF Philippine Country Office is inviting you to submit a proposal for LRPS-2023-9185610: Water, Sanitation and Hygiene (WASH) in Emergencies (WiE) Training for BARMM Provinces and Cities.

Summarized Terms of Reference:

The overall goal of the WASH in Emergencies training is to improve child survival by improving the WASH interventions in all phases of the emergencies or disasters.

 

Overall Objectives of Institutional consultancy:

  1. To impart basic knowledge and skills to the Local Government Unit (Provincial/Municipal) participants through training using the WASH in Emergencies (WiE) Guidelines/Manual, for them to manage WASH interventions effectively and efficiently during emergencies and disasters. Specifically:
    1. To provide technical guidelines for WASH interventions across preparedness, response, and early recovery phases, by prescribing priority actions, minimum standards and acceptable performance levels to minimize morbidities, mortalities and other public health risks in times of emergencies and disasters;
    2. To guide participants in strengthening their respective WASH coordination structures, roles and responsibilities and mechanisms at provincial level that shall ensure the delivery of appropriate, effective and timely WASH interventions during emergencies and disasters;
    3. To orient participants on accountability mechanism  vis-à-vis their defined roles and responsibilities in planning, coordinating, implementing and monitoring WASH interventions during emergency.  

 

Under the direct supervision of the Head of Section on Health, Nutrition and WASH, the Institutional Partner (IP) will serve as a as the co-implementor of the WiE Training and will work closely with the UNICEF Mindanao Field Office, in coordination with the Ministry of Health (MOH)-BARMM WASH Section and the Bangsamoro Sub-Committee on WASH.

By engaging the IP, the scope of work aims to strengthen local capacity of the BARMM LGUs (i.e., provinces and cities) to carry out WASH interventions effectively and efficiently in all phases of emergencies and disasters.

The fund will cover the expenses associated with the WiE training, including the costs for organizing the training, professional fees for trainers, transportation for the organizing teams, and per diem/DSA (Daily Subsistence Allowance) for the participants and the organizing team.

Please be informed that the Philippine Country Office has shifted its bidding process to an online platform (UNGM and inTend) – expressions of interest, clarifications and submissions of bids must be submitted through the online platform. It is important to note that vendors will be required to have a UNGM registration to advance the bidding process. Please follow-up the guidance provided in the website on how to express interest and submit proposals. The full terms of reference and bid documents can only be accessed once you are a registered vendor in UNGM.

Proposals submitted through UNICEF’s inTend will be considered as valid. Submissions outside the portal will not be honoured.

This tender will be run through the UNICEF e-submissions system. By clicking on the blue ‘Express Interest’ button in the UNGM tender notice, the full UNICEF e-submission system instructions to bidders document (including instructions on how to access the tender documents and submit an Offer) will be automatically emailed to the ‘contact persons’ included in your UNGM registration. In the tender management site, if you navigate to the documents tab and opt in to confirm your intention to submit a Bid – you will then see the mandatory placeholders for documents that must be attached prior to submitting your Offer (you will also see if there are any mandatory questionnaires to complete). As such, you are recommended to `opt in` well before the submission deadline so you are clear exactly what documents are required to be uploaded prior to completing your submission.
