Execute the interior renovations project of the WHO Office in Lao PDR which includes constructing and furnishing work for the office workspace at the WHO Representative Office in Vientiane, Lao PDR
The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: to execute the interior renovations project of the WHO Office in Lao PDR which includes constructing and furnishing work for the office workspace at the WHO Representative Office in Vientiane, Lao PDR.
BACKGROUND
The WHO Lao PDR Office is a rented compound located at House No. 125, Unit 5, Saphanthongtai Road, Saphanthongtai Village, Sisattanak District, Vientiane Capital. The compound includes 3,500sqm of fenced land and includes the following buildings:
- Two-storey Main Building (former residence), approximately 600sqm in area
- Two-storey building (Annex A), approximately 96 sqm in area;
- One- storey building (Annex B), approximately 250sqm in area;
- One-storey garage, approximately 70sqm in area.
- Parking space with roof, approximately 45sqm in area
The WHO Lao PDR have been renting the outlined premises since 2007. In 2014 they underwent a renovation which included the following upgrades:
- Electrical upgrades in library and conversion to new work-space
- Conversion of Annex A, second floor from office space to new library
- New kitchen construction (space between Annex A and Main Building)
The combination of incomplete renovations from 2014 and the COVID-19 lock down, work from home arrangements have created a workspace that does not offer good flow. In addition, there is a critical absence of inspirational common space for staff to interact and connect.
For the reasons outlined above, WHO Lao PDR is looking to renovate the premises to result in a superior work-space for its personnel and visitors.
The WHO Lao PDR has completed the planning and design phases of this project. The final design package has been approved and includes plans, sections, elevations, 3D visualization for key areas of the premises and bill of quantity.
This work is open to any potential contractor who has an interest and capacity to undertake the work in a condensed schedule.
REQUIREMENTS/WORK TO BE PERFORMED
Division of project into lots: The project is divided into 4 (four) lots. Each lot includes work as shown in corresponding Table 1, Table 2, Table 3 and Table 4:
LOT1 Main Building:
- Preparatory work for construction and demolition
- Architecture category
- Electrical system work category
- Air conditioning and ventilation system work
- Other categories
- Build in interior decoration work category
- Provide furniture as listed in BOQ for the Main Building
LOT2 New office and toilet:
- Construction of new office from old parking space
- Construction of toilet for new office from old shower space
LOT3 Building A – Kitchen:
- Build in interior decoration work category
- Provide furniture as listed in BOQ for the Kitchen
LOT4 Building B.
- Preparatory work for construction and demolition
- Architecture category
- Electrical system work category
- Air conditioning and ventilation system work
- Other categories
- Build in interior decoration work category
- Provide furniture as listed in BOQ for the Building B
CHARACTERISTICS OF CONTRACTOR
Mandatory:
- Proven experience in the field of interior renovation, procurement and construction, interior design and planning, project management .
- Previous work with WHO, other international organizations and/or major institutions in the field
Desirable:
- Experience: Previous work with WHO, other international organizations and/or major institutions in the field of interior renovation, procurement and construction, interior design and planning, project management.
